Byrd Urges 10-Man
Cabinet to Oversee
Spending By State
A Governor's Cabinet
should be set up, consisting
of ten members, to regulate
and allocate, the spending of |
taxpayers’ money in Georgia
which now amounts to half
a billion dollars a year, in
the estimation of T. Garland
Byrd, former lieutenant gov
ernor of the State.
He made this point at the
sixth annual Governmental
Appreciation Banquet of the
Forest Park Junior Chamber
of Commerce on Feb. 22 at
GEX.
Eighty-five people were
present, many of them Clay
ton County officials and
business leaders to hear Mr.
Byrd expound on that.
“State business is big busi
ness,” he said, “and like any
big corporation one man is
not capable on handling the
responsibility of allocating
half a billion dollars a year.
We need a board of directors
which we could call the
“Governors’ Cabinet’. This
cabinet would act as a check
on the Governor and would
also assure continuity of op
eration with changes in gu
bernatorial administrations
every four years. This cabi
net would act as an advisory
board in all matters, partic
ularly in recommending to
the General Assembly the
creating of programs that
require permanent alloca
vions of funds .. .
Mr. Byrd suggests this
cabinet be composed of eight
elected officials and two al
ready serving as state offi
cers who would be appointed
by the Governor. In short,
the cabinet would consist of
the Governor, lieut. gov., at
ty. gen. secretary of state,
comp. gen., commissioner of
agriculture, . state school
supt., commissioner of labor,
highway director and rev
enue director.
Mr. Byrd said he is advo
cating a hundred million
dollar state development au
thority to further industrial
development in the state.
He said he was “gratified
that the General Assembly
had accepted the responsi
bility to the city that is the
heartheat of the Southeast
ern Empire. While we are
spending millions trying to
get people into the indus
trial South it is only right
that we spend money to get
these new citizens into and
out of the city of Atlanta.

He is in favor of upgrad
ing the state school system
and in bringing teachers’
salaries up to the national
average, at least.
He cited that Georgia has
the highest prison rate from
the standpoint of percent of
population than most any
state in the nation. He said
that was due in large meas
ure to the fact that “other
states have more liberal pa
role rules and regulations.
In Georgia at the present
time our misdemeanor pris
oners, I am told, serve their
full term unless they, or
someone interested in them,
press an application for pa
role on their eligibility date.
“I would advocate that our
misdemeanor prisoners be
released . automatically on
their eligibility date, or in
other words upon serving
one-third of their sentence.”
Mr. Byrd added, however,
that if a prisoner has a bad
record while incarcerated,
or before in carceration,
that would not apply. In
those cases affirmative aec
tion would be needed from
the pardon and parole
| board. “This would release
thousands to be reunited
{ with their families and
given an opportunity to be
come useful citizens.”

RUSSELL GETS MOON FLIGHT BRIEFING — Senator

will be used to send this nation's three-man Apollo space
craft on a trip to the moon in the latter part of the decade.
Russell was briefed on the Saturn rocket assembly build
ing and launch complex by Rocco A. Petrone, an official
of the National Aeronautics and Space Administration,
