February 6, 1967, at 9:00 A.M., with
twenty-three members. The follow

The Grand Jury has been in ses
sion since the above date as neces
sary to attend to criminal and
other matters pertaining to Clayton
County and its citizens. Grand Jury
has heard and acted upon each and
every matter that has been brought
before this jury by our Solicitor
General. All parties requesting an
audience with the Grand Jury were
heard and all matters were inves
tigated and acted upon.
This Grand Jury expresses its ap
preciation to Honorable Harold R.
Banke. Judge, Superior Court: to
Solicitor General Albert Wallace
and his Assistant, Mr. Howard Wal
lace: to the Court Bailiffs: and to
all the other department heads who
have assisted the Grand Jury in ful
filling their responsibilities to Clay

WATER AUTHORITY: The Grand
Jury commends the management of
Clayton County Water Authority
for the outstanding job they are
doing with the Water and Sewerage
Systems of Clayton County.

The petition for corporate char
ter of EUGENE CLINE, MARION
W. CORNETT, JR. and JERRY
MURRELL, all of whose post of
fice address is 721 Standard Federal
Building, Atlanta, Georgia, respect
fully shows to this Honorable Court
the following facts:
1.
That they desire for themselves,
their associates, successors and as
signs to be incorporated under the
name and style of
MORROW-LAKE CITY
RECREATION ASSOCIATION,
INC.
for a period of thirty-five years
with right of renewal as provided
by law.
2.
The principal office of said Cor
poration will be in Clayton County,
Georgia, but petitioners desire the
right to establish branch offices
elsewhere.
3.
The purpose of said Corporation
shall be to promote good sportsman
ship; to encourage and develop an
interest in athletics among children
and youth; to organize and develop
community recreational programs
and facilities; and otherwise to be
of service to the community.
4.
The Corporation is not organized
for pecuniary gain or profit and
none of its income shall inure to
the benefit of any individual offi
cer or member. There will be no
capital stock.
5.
Said Corporation shall have the
general corporate powers set forth
in Section 22-1827 of the Code of
Georgia and the additional powers
provided by Section 22-1828 of the
Code of Georgia and all other in
herent powers attributed by virtue
of its charter or that may hereafter
be attributed to corporations by the
Laws of Georgia.
WHEREFORE, petitioners pray
Grand Jury makes the following
recommendation:
This Grand Jury recommends that
each incoming Grand Jury subpoena
records and dockets of all J. P.’s
whose books were not found to be
properly posted by the preceding
Grand Jury.
Civil and Criminal Court of Clay
ton County: It is the feeling of the
current Grand Jury that the citi
zens of Clayton County could re
ceive from the Civil and Criminal
Court of Clayton County (Judge
Foster) an additional service which
would not be cumbersome on the
Court at this time, and by so doing,
this Court could help defray the
operating cost of the Clayton Coun
ty Judicial System. This could be
accomplished by the Civil and
Criminal Court of Clayton County
issuing warrants and holding hear
ings of as many cases as is feasible
that are now being processed by
Clayton County J. P.’s. Therefore,
the Grand Jury recommends that
all officials of Clayton County use
Judge Foster (Civil and Criminal
Court of Clayton County) when
feasible for the purpose of issuing
more warrants and hearing of more
cases that are currently being done
bv the J. P.'s of Clayton County.
RECOMMENDATIONS:
The Grand Jury recommends the
Clayton County Sheriff and County
Police rigidly enforce the Georgia
law which provides that it is illegal
to hunt on Sunday anywhere in the
State of Georgia. The Grand Jury
recommends due to increased popu
lation of Clayton County that proper
legal action be taken to exclude
Clayton County from having open
deer season. The Grand Jury rec
ommends and endorses bond issue
that will be voted on April 26th for
the addition of a mental health
center to the projected Clayton
County Hospital.
The Grand Jury recommends that
a copy of these presentments be
furnished to county officials or de
partment heads affected by the
recommendations as shown herein.
The Grand Jury recommends that
these presentments be published in
the Forest Park Free Press, Clayton
County News and Farmer, Clayton
County Journal, and Forest Park
News.

SANITARY SEWERS
CLAYTON COUNTY WATER

Sealed bids will be received by
the Clayton. County Water Author
ity at the Water Authority office
in Jonesboro, Georgia, until 2:00
P.M., E.S.T., May 11, 1967, for fur
nishing all labor, materials and
equipment for the construction of
certain Sanitary Sewers, at which
time and place they will be pub
licly opened and read aloud.
The work consist of the complete
construction and placing into per
manent service of approximately
600 L.F. of 8” vitrified clay and
2,210 L.F. of 18” concrete and steel
sanitary sewer with all manholes,
appurtenances, connections, etc., as
required to make the installation
complete. One contract, herein
identified as Contract No. 1 will be
awarded covering all the work.
Time is of utmost importance In
this contract. The successful bidder
will be required to make every ef
fort to complete the work in the
least possible time.
Plans, Specifications and Contract
Documents are open to the public
at the Water Authority office in
Jonesboro, and at the office of Rob
ert and Company Associates, Archi
tects and Engineers. Copies may be
secured from Robert and Company

Atlanta, Georgia, 30303, upon pay
ment of Fifteen Dollars ($15.00).
Five Dollars ($5.00) of each deposit

upon return of all documents in
good condition within ten (10) days

certified check or bid bond in an
amount of not less than five per

contract performance bond and a
