A bill is before the New York Legis¬

medical service in New York City,
such as exists in Paris and other Eur¬
opean cities, The bill is modeled upon
the French statute, and is entitled “Aa
act to organize a night medical service
in the city of New York, and to pro¬
vide medical assistance in cases of
sudden sickness or accident during the
nighttime.” In the bill it is provided
that the captain of each police precinct
shall keep a list of physicians in good
standing who may present their names
Upon application of any person the
physician living nearest to tho house
of the patient is to be informed by the
police of tho application, and con*,
ducted to the proper place. A careful
statistical record is to be kept of all
cases, the names and addresses of the
patients being always suppressed. In
case the patient is not able to pay, the
visiting physician is entitled to receive
ii fee of $3 from the public treasury,
on presentation of a certificate indorsed
by the captain of the precinct in which
the visit was made. Police captains
may aleo cause the list of physicians to
be posted in Hotels and district teie

[For the Advertiser.
Bdairsyille Ga., May 25 1860.
Mr. Editor: There has been in our
county, as in mauy others, defamatory
and ridiculous reports circulated against
our people, charging us as not having
been true constituents to tho constitu¬
tion of our common country—charging
us as having been in open rebellion
against the United states Intert al reve¬
nue laws—charging us as being a law¬
less, out-landish and a law breaking
people. I admit that there may be a
case now and then, but where is a law
that is not violated by some one; but
to try to make the whole people
responsible for the acts of a few had
men is erroneous, aud there is po jus¬
tice in it. Such reports have been cir¬
culated through tho northern press
against our people, and caused bodies
of well armed men to be riding in our
midst, arresting our citizens and thrust¬
ing them in prison. These revenue
men have not found yet, in the least,
oneof their offenders, as they call tbom,
I utterly deDy that there is, or ever
has beoa such resistance to the revenue
laws in my county. I know that there
is a principle of politics, and a princi¬
ple verified by human experience, when¬
ever there is a presidential race pending,
to cheat and defraud tho great mass of
tho people out of power, and keep it in
the hands of a set of men who will de¬
generate into tvrany, and bo exorcised,
not for tho welfare of the general gov¬
ernment, but for gratification of passion
promotion and self-interest, I assert
what every intelligent man may know;
that freedom of thought, speech and
press, is not more stringently and thor¬
oughly expressed against the Turks,
or Arabs, than the Northern press have
against the South. We are ail citizens
of this great republic, and we intend to
uphold and defend the Constitution
which our fathers fought for in seven¬
teen seventy-six. But here comes one
of the meanest, and lowest down things
that men could be guilty of, and that
ought to bo known to the wholo repub¬
lic. There was come parties brought
before the Commissioners’ court at this
pla.co, charged with having violated the
revenue laws. The parties who were
supposed to have sworn out the war¬
rants came before this court and swore
that James llobinson, excommissioner
Harrison, himself and a party of others,
had been on a pleasure trip some six
or eight miles below Dahlonega, and
they got on a general “bust,’' and he,
Robinson swore out the warrants, and
signed his name to them. Also, I was
informed that a raid loft hero a few
days since, for the purpose of capturing
stiils in Towus county, This very iden¬
tical raid captured three men at their
homes, and brought them to this place
without warrants, and had warrants
issued and dated back. This posse of
men had no more right to arrest these
citizens than we have to arrest a mem¬
ber of the church for praying in public,
unless they bad beeu deputisd by a
marshal—they were not deputies, if
the people allow such men to 'cat haul'
and drag them about in such a manner,
our eountry will bo degenerated, dem¬
oralized and ruined. Now, gentlemen,
allow me to say, when men come to ar¬
rest you, ask them for their authority;
if they cannot show it, do not go.
Friends, let mo beg yon for the sake
of onr couptr.v to violate these laws no
more, and in five or six years our coun¬
ty will be teaming with inteligence;
our farms in a high s'ate of Cultivation;
our people . enjoying . . tha , lnxuua . n btezes

Mr. Ji ditor: Last Friday was closing i
out day of our school. The attendance
was very large, considering the weaths
er. Wo hoped the day would be pleas ■
ant and clear, but rising in the morning,
we beheld the heavens obscured by
dark clouds, threatening rain, and the
threats were verified—for at an early
hour, the rains descended and the floods
carno, aDd kept a good number of our
friends away. But in spite of all this,
wo were called to order by the pealing
anthem of the bell, and with trombling
forms and quick beating hearts, we
marched to tho academy to see if we
able to brave the solemn test. The dif¬
ferent,classes were examined hastily,
and acquitted themselves very hand¬
somely. The most difficult problem of
Euclid was solved, and satisfactorily
explained by one of tho students.
Tho hardest examples in Davies Uni
vesrity and Sanford’s Higher School
Arithmetics were analyzed, and soon
the day was passed and the examina¬
tion was over. The battle fought, vic¬
tory or defeat the consequence. To
the visitors present was allowed the

The Superior Court met here yester¬
day, A very good attendance of tho
bar. His honor, Judge Lester, is dis
pensing with the business of tho court
very rapidly. His charge to the grand
juror3 yesterday was worth preserva¬
tion. His idea in regard to pistol car
rying, and tho giving of whiskey to
minors was just splendid. He says that
“carrying concealed weapons is reduced
until at present only three classes of
creatures carry them, and they are
boys, fools, and negroes." No cases ef
very great moment have been tried.
About twenty of our revenue friends
bavo left U3. Some of tho number are
very much hurt at Hon. Emory Speer,
for something thoy suppose he has cir¬
culated concerning thorn. We think
there are a plenty loft here to accom¬

think we can run it without the beneft
ciont aid of a Kellogg or a Wagner.
We do not thank the U. S. government
for sending into our en mtry, men who
are both infideia a.$f 1%spaemers. We
want men who are morally inclined,
and not constantly belching forth oaths
sufficient to cause one to shudder, to
think that men care so little for the
principles of good breeding, and the
usages of society. We dout want men
who will curso and swear before chil¬
dren, and express their disbelief iu the
existence of a Supreme Being. We
write this, not including all, bat merely
those who are guilty. We all like Mr.

others of the revenue are equally re¬
