Fatal Shooting Affray.
A shooting affray took place at Wat
kins’s bar-room, Burgamy’s uistrict, this
county last Saturday. It seems that sev
eral persons were standing around a fire
near the store, among whom were two
K men, Lucien Gilbert and Geosge
a*, when a negro csrae up with a
( un. and was warned by Thomas of the
anger of handling a gun near a fire. No
sooner had the admonition been given
than Lucien Gilbert, in an insulting man
ner, asked him if it was any business of
his. One word brought on another until
Gilbert drew bis pistol and fired a

could be felt on the opposite side. Tne
ball was shot from a number thirty-eight
pistol. It is reported that young Watkins
shot Thomas af er he fell, making four
shots, all taking effect. Dr. Stanley was
called, but after an examination decided it
useless to extract the ball, as there were no

Marshal Wade's Oeputlee.
Col. E. C. Wade returned from Macon
yesterday with his commission as United
States marshal (or the southern district,
dating from January 7. He *ill assume
charge of the office in a few days, with
headquarters in Savannah. The southe-n
judicial district comprises seventy-nine
counties and is sub divided into two dis
tricts, eastern and western, the eastern
containing thirty-six counties and the
western forty-three, with headquarters at
Savannah and Macon. During Col. Locke's
term of office his headquarters were at
Macon, and Col. Wade was his chief
deputy, with headquarters in (Savannah.
Cm. Wade’s headqnar era will remain in
Savannah during ins marshalahip, and
Col. C. SV. Locke, a nephew of the retiring
marshal, uow in the internal revenue office
at Atlanta, will be appointed chief deputy
at Macon. There are about fifteen deputy
marshals in the entire judicial district.
Most of the n will be reappointed. As soon
as the aff airs of the office can he arranged
it will be turned over bv Col. Locke to it's

absence from home has prevented an ear
lier reply to your letter of the 17th, The
fact that Major Wallace advised his friends
to invest in the stocks of railroads in
Georgia is convincing proof that he fails to
reslize what must be the ultimate result of
his own work. Major Wallace Is a very
old man. It has been many year* since he
had anything to do with the management
of railroad-*, and then -at a time when
tne short links made physical manage
ment easy, and the enormous rates charged
made financial management simplicity
itself. He is. in ray opiuion, working
under a delusion, with no comprehensive
idea of the magnitude of the subject he is
dealing with, and I fear if unchecked in
his policy will destroy the railway proper
ty of the 8tate.
My letter in reply to his views is a true
statement of facts, and ro good business
man can carefully study the aituation and
sav that my anxiety is not w*ll founded.
I have as far as possible endeavored to
avoid controversies that wou'd place me In

Jonesboro, January 21.—At 2 p m., the

vestigations which we havo hitherto car
ried on in Bombay and Calcatta have
yielded the following results:
1. The statement of Koch that "comma
bacilli" are pres, nt only in the inte'tines of
persons suffering fr in or dead of cholera
is not in accordance with the facts, since
"comma bacilli" occur also in other dis
eases of the intestines, e. g.: epidemic di

tainly could not restore values at once.

country becomes adjusted to the new ba
sis, they cannot be suddenly advanced

restive values; therefore, ttie advance

part of the old earning power could be re
stored, much of which has been recklessly
foretd aw*y from the roads without the
corresponding benefits to the public being
nt all adequate, even if it would be honest
to ofliet the losses forced upon the owners
of tne railroad property by the gems se
cured to those who use that property in
their business.
Thedeprec ation in the market value of
the <toca of railroads in Georgia, has been
mainly from two causes. First, the forced
reduttion of the earnings of the roads,
which really affects the intriash value of
the stock; second, the indisposition of
prudent men to invest la a pr >perty they
see under the absolute ooutrol of persons
not only not of tho owners’ selection, but
whose appointments a^e political, and
whose selection may at any time turn upon
political expediency, or be made to ve
quite a political obligation. This influ
ence, while preventing investment in the
stock, dots not in itself aflVct t: e real
worth. But limiting tha demand, as it
does, when the original owner is forced by
necessity or influenced by choice to sell, r
must be thrown upon a dea 1 market and
then this influence becomes the most po
tent of alt for d predating the market
value. So to restore the va'ue of railroad
securities in Georgia, we must accomplish
two things, a return to just rates, which is
a process of time, and a restoration ot lost
confidence which is not only a process of
ich longer time, but of patience and pro
bation.
In order to begin tho work of restoring
lost confide ice, we must remove the cau-e
that ha* produced (be effect, and the State
must declare some fixed policy of justice,
and the convictien that similar measures
of *lov confiscation will not again be re
turned to, can only be established by the
test of time. Laws giving security to
property influence Its accumulation and
in such numbers and with such frequency
aa to justify Koch’s statement that "the
ileum contains almost a pure cultivation of
comma bacilli.’’

in the tissue of the intestine oi ehewhere

5. Mucus flases of the ileum, taken out
soon af er death from typical acute chol
era, contains nuruerou* mucus corpuscles,
many of 'hem filled with peculiar minute
stra'gbt bacilli. The same baddi oocur
also outside the mucus corputcles. They
are never missed eveu when the "comma
bacil i" are.
G These small bacilli have been culti
vated by one of us (E K.) and they do not
b>*h*ve differently from putrefactive or
ganisms. They are not ( resent in the tis
sues of the intestine or any other tissue.
7. No bacteria of any kind, and n> or-
canitnns of known form and character oc
cur in the blood or any other tisaue.
8. A good many experiments have been
carried out by one of u*(R. K ) with the
following results, (a) Mice, rais, monkeys
and cats were fed with rice water stools,
with vomit, with mucus flakes of the ilium,
fre*h and after having been kept from
twenty-four to forty-eight hours.

(o) Innovations with recent and’
old cultivation* of "comma bail.!" and
the small btratgh bacilli, as well as with
mucus flakes, were made into the subcu
taneous tissue, into the peritoneal cavity,
into the jugular vein, and into the cavity of
the small and large intestine, of rabbits,
cats and monkey; but the animal remain
ed perfectly we 1 and nornal.
0. The material which we have hitherto
had at our disposal baa been very good and
anundant, and. as far as the microscopic
work goes, we do not th>nk we shall re
quire any more material. We therefore
propos- concluding our inquiry by the
beginning of De ember, and hope soon
after to return toEuglaid.
