the civil service was doubtless never
before known in this • country. The
Republicans in office are kept|there by
Democrats out of respect for an alleged
understanding with Independent Re
publicans. And yet if the office holders
aforesaid hate and despise any ono
worse than they do a Democrat, it is
an Independent Republican.
The sentiment that keeps Re
publicans in office is un
sound and unsafe. It gives the enemy
support while he prepares for battle,
t accomplishes nothing that can bene-
tlie country. The rascalities of these
same office-holders was what, through
public opinion, forced a change of par
ties. The country granted a change of
parties in order to secure a change of
men and methods. The incoming par
ty attempts a change of methods
without a change of men. It poses as
wiser than the sentiment that
gave it a commission. What would be
thought of the gardener who refused
to destroy the cutworms that fed upon
his plants, but lived in the hope that
the cutworms would reform and choose
another diet?
It is said that changes are being
made as fiat as possible. It may be so.
We know, though, that here in Geor.
Ida, South Carolina, Alabama and
Florida are hundreds of notorious Re
publican tools who shonld be ent off in
one day. And yet the party haa been
three months in power. In this
State the delay may work
a deep injury to the
party. It gives the political
hybrids who loaf at Washington with
Senatorial commissions in their pock
ets a chance to claim the aid and alle
giance of a vast office-holding element
to the detriment of regular Democrats
and the damage of honest methods.
The delay is enabling certain keen
leaders to buildup a coalition tbnt may
be stronger than the Democratic party
in Georgia itself. We doubt not that
the same condition of affairsexists, and
will result in like evils in adjoining
States.
So far then from helping Democracy
in this section of the South, the delibe
ration of the President is acting as a
disintegrating influence, and building
up

A Curious Custom.
Seven Hungarian*, four men, two women
and a four-year aid child, were sitting at nip

this custom, a Times reporter sought enlight
enment from Mrs. Josef Ktryl, a well-informed
Hungarian.

you" dates back to the meeting plague
which attacked the south of Europe in
the year 558. Persons in perfect
health would be seized with
fit of sneezing and die in a short time,
The plague was regarded as the work
of evil spirits, which were supposed
to flee when the Almighty’s blessing
was invoked, aa the devil ii supposed
to disappear at the sign of the cross.
Very likely the habit of thanking the
invoker of divine blessings waa merely
the natural outgrowth of this custom,
A person violently engaged in sneez
ing must necessarily depend upon
some one else to do the praying. What
more natural that he should thank hia
rescuer. It ia a curious and ancient

No one pretends that the Exposition
was a paying enterprise, so far aa im
mediate money dividends are con
cerned. It remains to be seen whether
or not the immense sums expended
will bring proportionately large returns
at a later day. We believe they will.
To ua it seems that in its most im
portant feature the Exposition has
been more than successful. The ex-
hibits far exceded the most san
guine expectations, both In quantity
and diversity, and furnished the people
with studies that cannot fail to be val
ualile. It moreover brought into the
most thoroughly Southern of all our
cities an immense representative class
from distant and hostile sections, that
seized the opportunity to gather infor
mation lelative to our people and re
sources. The whole country cannot
but feel the good effect of such proper
acquaintance.
The reasons given for the failure,
financially, are perhaps good, as far
as they go, but there are others cer
tainly strong. The exposition was
not held near the centre nor in the
midst of even a dense population of
commercial people, for though many
manufacturing and business enter
prises have dotted the South, the sec
tion is yet essentially agricultural. This
is the main cause oiiiie financial failure,
from our standpoint. Again, a city
that strives to become a metropolis, a
city representing a Southern outlet
and water channels, waa chosen, mid
to the sectional jealousy mentioneiWy
the Journal of Commerce was added
tho listlessness, If not jealousy, of
Northern and Eastern communities.
Beyond demonstrating the existence
of. these causes and the uselessness
of relying upon a distant patronage to
carry on a home enterprise, the finan
cial failure of the Exposition teaches
nothing.
But, at any cost, the South has been
benefited largely. If nothing more
than the mere arousing of commercial
and manufacturing interest had been
secured, the few million dollars were
well spent.

Dr. Felton’s rehabilitation as an or
ganised Democrat ia construed by many
to mean an intention to again enter ac
tively Into politics. If he doe* he will
bo a dangerous advertary for any man,

posed to direct taxation, and will not
have to join tho church if he takes it
into hli head to run for the governor
ship.
