THE TELEGRAPH AND MESSENGER: FRIDAY, SEP MEMBER t, 1885,
the county chain gang.
The Bill Paaswa the House, Allowing the
City S2.000 Per Annum.
The chain gang of Bibb county, under the
law, has been a white elephant on the bands
of both city au t county. The law requires
that the gan*? hhall work ou the county roads
six months of the year, and on the ctkets of
the city the other six months. Under such a
■ystem it is plain to anybody that the gang
was of but little tervlce to either. At a time
when the coMnty roads needed work the gang
was in th.* city, and Tice versa. Five thou
sand dollar-, was required to maintain the
thauitnount C0UrBe 100 clty p,ld lt# part °*
Efforts have been made time and again
to solve this vexed question, but to
no purpose. Tho city did not care to
ahouldcr the entire burden by taking
them the year round; besides there
was a very decided opposition to having the
convicts of both aexea at work on the public

ladies and children.
The county, through lta road commissioner!,
have petitioned the city council to take the
gang, but the council said nay. It waa the
purpose of the road commissioners to employ
m working force and keep up the roads; but
the failure ol the council to comply with their
wishes caused them to abandon the Idea and
seek a solution <>f the problem through the
legislature.
At the present session of that body a bill wai
introduced repealing the half-and-half
law. The effect of this would be to give the
county entire control of the gang- In luoklng
out for the city’s Interests. Mayor Price had
a conference with the Representatives and
returned to Macon satisfied that the city w< uld
be compensated for ihe six months due her
lint when it was thought that the bill was
liable to be taken up at any time, the mayor
waa notified that the compensation wsa fixed
at 11.500. He at once consulted with the road
fromr.P.s%toner8 and the result was a telegram
'to our Representatives saying that the figures
should be $2,f>00, This telegram waa signed by
Mayor Prlcq for the city and R. A. Nisbet fer
the road commissioners. It was replied to by
Representative (Justin: "Ail right. Will do
asjou suggest. Bartlett concur!.”
VN'ltu thU assurance, nothing more was
thought of the bill until yesterday, when the
bill came up and pt^sed the Home, amended
by Mr. Gnstin. The bill allows the city $2,000
as compensation for her six months' service.
Mr. Harris endeavored to raised the figures to
$2,500, but it was useless. Gustin and Bartlett
not agree.
No action was taken by the city council at
its meeting last night. Major Price said to a
Tf.i.f.gi-.apji man after the meeting that had
be not been grossly deceived by Messrs Gas-
tin snd Bartlett, be would have gone to At
lanta and seen to it that the bill Old not pass
unless the city was Justly compensated. The
city, ho said, paid 43 per cent, of the taxes
which kept up the gang, and furnished 90 per
cent, of the convicts, and hence was fully en
titled to the $2,wo, if not more. As to the fu
ture of the bill, ho wanted it either killed in
the Senate or the $5 r 0 added to the amount,
lie frit satisfied that he was not only sustained
7 the road commissioners but by the whole

A VERY SAD DEATH.

The city was shocked early yesterday morn
ing by the sad announcement that Dr. J. P.
Holmes, the well-known dentist, of the firm
of J. P. A W. R. Holmes, was detd. It was
■hocked even more when it was added that
he was fomd dead on the floor of hla room.
The announcement could hardly bo re
ceived as true by his friends. Only Tuesday
afternoon he was seen by a number of them
on the street, in the full er Jojment of mental
and pb) steal health. That he should have
been stricken so suddenly waa almost incredi

believe. The sadness of the intelligence waa
deepened when hla personal virtues were
considered. In addition to being a gentleman
of fiife business capacity, aud a citizen of more
than ordinary wortb, he was popular-and de

waa a magnetism about him that attracted
friends, snd the shocking news fell upon a
number of them larger than is generally ac
ceded to one man. , .
Inquiry for all the particulars was rife dur-
._ig the morning. Every one waa anxious to
know how the sad event waa brought about,
a*in all cases of sudden death, eapeclally
where they occur in the night or
early morniDg, and away from
the eyea of frienda The particulars
in this initance are few and extremes mea

oped at the coroner's inquest, that his death
must have occurred between midnight and
