traction, a reasonable people should not
hesitate.
If the Southern States are over to Veor-
ganize under tho Sherman hill, they shoal 1
do so this year and thereby gain tho advan
tage of participating in the J ’resident in!
election. If they form new State constitu
tions during tho summer ami autumn, and
present them to Congress for acc eptance at
next winter’s session, their sixty or seventy
votes may determine the result. Hut post
ponement until next year would shut them
out completely, and might be the menus of
subjecting them to four years more of Radi
cal tyranny. It they Hhould^reorgani/.e
next year, their constitutions could not he
submitted to Congress for approval until
alter the Presidential election is past.
The South has a far deeper stake than
the North in resetting the government
from Radical control, and their elect oval
votes would in all probability turn the se;de.
We do not advise the Southern peeph to
seize this advantage if they feel sure of
an ultimate triumph by nt In. r means; but,
unless they are unchangeably confident
and united, they lmd better not let go a
bird in the hand to try what luck they will
have In heating the hush.
As to negro sullVage, which we suppose
to ho the most odious feature of the new
scheme, the same inode of reasoning is
applicable. If negro suffrage can he per
manently prevented, there is sense in
lighting it ; hut i( the South is to ^>n-
eedo it at last,it Would he better to accept
it at once. Whatever may he the ulti
mate decision, il seems tolerably certain
that during the pm\ isiounl period, while i lie
South is held under martial law, there w ill
he negro sullVage any way. lu every
State except South Carolina, the white
outnumber the blacks, and if they are
united the* ean elect all the ollicers.

letter addressed to the Augusta Constitu
tionalist by a lady of Washington, Wilkes
county in this State, the home, for many
long yeors, of Mr. Toombs, and to which lie
has just returned. We were aware ol’tlie
fact of the return of this gentleman to his
home, lie having passed I li rough this city a
few days ago enroiitc to il, hut we did not
notice the event. Like many ofthe South's
gifted sons—-among whom lie stood the
peer ofthe most gille.l he now stands pro
scribed in if as a “rebel,” and has returned
to his home, “childless” and to ‘-weep ov«-r
tlio gray of his daughter.” Reproach di
rected at him now hears it with no mag
nanimity. In whatever lie may haveerred 4
thousands of his fellow-countrymen hu\c
also erred, and the linger of no Southern
man should lie pointed at him in the way of
reproach, no utterance to tin* name end.--

tion ofthe man to tiic land of his nativity
and to the political doctrines lie had learn
ed, ought to save him reproach from
at least them, who in the day of his power,
would have hesitated long ere they would
direct it at him.
