Charles OT’oinufi*, in the Supreme Court
to-day;* asked leave to hand totlie Clerk a
copy ot a petition of thu State of Georgia,
which to-morrovv lie intends to ask leav e to
file. The Court said he could do so.
Attorney General Stanbery said this pe
tition differed from that of Mississippi, in
tlio fact that the President was not made a
party to tlio injunction ; and further stated
that Mr.Stanton, in belmlf of the military
authority, lmd requested him to take thccu-
tire control of the defence. The court was
requested, hut declined, to take order as to
arrangementsfov arguing this question. It
is probable, however, that the motion to file
the two petitions will bo jointly argued.

Washington before the lJfth of June, or the
treaty fails.
The continental domain a coni red is about
380,000 square miles. The islands increase
the domain to 150,000. The private indi
vidual property of civilized inhabitants is
to bu respected, and the clntrehesbuilt by
the Russian Government to remain the
property of resident members ot the Greek
oriental church. The civilized inhabitants
may remain three years in the Territory
.without forfeiting allegiance to Russia;
those choosing permanently to remain will
become American citizens and be protected
in their liberty <»nd property. The uncivil*
izeed tribes arc put on tlio’same footing as

The attention of the Assistant Commis-
sioncr lias been calleii ta a late attempt by
the ctdored people to obtain, through force,
a recognition of certain l ights which have
hitherto been denied them. Such attempts
will certainly not further the recognition of
their righla/but will, on the contrary, re
tard their acknowledgment.
Whenever the colored people think that
any of their rights arc withheld, they should
appeal to such authorities as arc constitu
ted to decide upon the justness of their
claims, who will undoubtedly secure to
them all rights and privileges. The Assis
tant Commissioner is confident that the
Major-General commanding the 2d Military
District will nflbrd to all the amplest facili
ties to obtain their rights as conferred by
recent Acts of Congress*
The dignity of the law must be respected.
Whenever a community sets aside law and
appeals to physical torece, disorder and
confusion follow, and society drifts into a
•tote of anarchy, in which tbc safety ot life
and property depends upon the mercy of an
unthinking mob.
Such a state of affairs the Assistant Com
missioner desires to prevent, for it will un

dissolved, by W. 11. Gilbert retiring and en
gaging in the Drug Business. W. H Gilbert is alt-
thnrizcd to wind up tlie unsettled business of the

his friends, and solicits for his partner a continu

ply of Drugs at the Farmers’ Corner, where the
firm of Gilbert k Bro. will be able to accommodate
them with everything in their line.
