Artici.k—Section I. All persons horu or nat
uralised in the United Mates, and subject to the
jurisdiction thereof, are eititetis of the V. States,
and of the Sln'.c whereiu they reside. No Stale
shall make or'enforee tiny law which shall abridge
ilie privileges or immunities of citizens of the I'. 8.
Nor shall any Slate deprive any person id life, lib
erty or property without tine process of law, nor
deny to any person within its jurisdiction the equal

The regist ration of voters has commenced
in New Orleans, and tho journals of that city
inform us that tins registrars use their own
discretion as to who arc entitled to register,
regardless oPwli it the applicants are will
ing to swear. As there is no available ap
peal from these registrars, of course their
power is immctiae, and iu the hands of un
scrupulous parlixans may result in the dis
franchisement of a II muii who are in any way
obnoxious to radicalism. Other instances
are not wanting to indicate the outrage
that may he perpetrated in tho name of law
and yet plenty of men are to ho found eager
to embrace the “ congressional plan,” and
hitter in their denunciation ot those who pro
pose to test the matter iu the Supreme Conrt.

trated in the three weeks’ extra session of
the Senate which closed last evening, with
out lilling nil the vacant olliees in the coun
try—although in numerous instances the
President nominated as many as six dill-
front individuals, at different times, for tho
positions thus loll vacant.
“It may do very well for Hndienl Repre
sentatives to insist on the rejection of nomi
nees in their respective districts who do not
happen to accord with them politically, but,
like the fable ol tint frogs, such conduct is
death to the Senate. The responsibility for
tho vacancies in the public service must nnd
will rest upon the majority of that body—
for they not only took away from the Presi
dent the power to Hll such vacancies during
the recess of Congress, but they declined to
till them themselves, by consenting to the
appointment of such men as were nominated
by the Executive—and this, of course, upon
thejtlimsiest and most contemptible or all
pretexts, to wit: that the nominees were not
Radicals; as if no man was competent to
hold a public office who was not a believer
in the peculiar doctrine of the Radical party.
