The first section vides that “the Comm each District shall cause a registration to be made of male citizens of the twenty-one years ol age f dents In earn county or parish, in State or' States included in this District, which rrg-' istration shall inehidu only those persons who are qualified to vole lor delegates hy the original Ad. The sixth section provides that all elec tions in the States mentioned in said origi nal Act, shall during the operation of such Act, 1m* hy ballot.; and nil officers, making said registration of voters and conducting said elections, shall, before entering upon the discharge of their duties, tnkonnoath prescribed by t lie Act of July 2, 1802, enti tled “An Aeito prescribe an oath of olliee,” The first consideration which requires my attention upon the puestions us to tho right to vote, arises upon the registration of vo ters. 'The question of quamention or dis- pmlificntion is fixed hy registration. No power is given to any other board or any other authority to change the register.— Persons.whoso names are admitted toregis-*.- t rat ion are entitled to vote, tftihjcct to the limitation hereinafter mentioned, and noun 1 others.
