That the intent and meaning of the oath prescribed in said supplementary net is, among other things, that no person who has been a member of the Legislature of any State or who has held any executive or judicial office in any State, whether lie has taken ail oath to support the Constitu tion of the United States or not, and wheth er lie was holding such office at the com mencement ol the rclfcHion, or had held it before, and who was afterwards engaged iu insiiiTeetoin or rebellion against the United States, or giving aid or comfort to tl.e ene mies thereof, is entitled to he registered or vote; and the words “executive or judicial officer of any State,*' in -aid oath mentioned shall he const rued to include all civil officers (treated by law for the administration olYny geueraf Isiw of a State for the administra tion ofj ust ice. Section 7. That the time for completing the original registration provided for in said act may, in the discretion ol the Comman der ot nil) District, bo extended to the 1st day ol October, 1 Ml7,* and the Hoards ot Registration shall have power, and it shall lie their duty, commencing fourteen days prior to any election under, said act and upon reasonable publ»c notice of the time and place thereof, to revise for a period ot live days the registration list, ami, upon be ing satisfied that any person not entitled thereto lias been registered, to strike the name of such person ln»m the li-t,:ind such Hoard shall also during the same period add to such registry the names of all persons who at that time possessestlu* ipiulilication required bv said act who have not already registered; and no person shall at any time lie entitled to be registered or to vote by reason of any Kxrcii’ivo pardon **r amnesty for any act or thing which w ithout such par don or amnesty would disqualify him from registering or voting.
