I do not propose that the (’onstitution and laws he so changed as to meet all the requisitions of these hills and the wishes of the ultra lladi- cals, and thus to secure the admission of our State into the Union, lor l do not believe that such men will consent to our lull resto ration, unless our State, by this machinery, is fully rudieulizcd. My opinion is that the Convention ought to do what is right, and only what is right, just and honorable.— They ought to he controlled not only with reference to our present pressure, hut with a view to maintain the honor and dignity of the State, ami the happiness of our people. 11 the Convention is composed of good and true men, this will he the result, and wheth er we get into the Union or not, we will he iua much better condition than we will by rejecting the Convention, for the following 1 reasons: Itli. If we reject it, Congress can, and will order another election, with a greater number disfranchised, and can then have it. arranged iu their «wn way—then from this there will ho no escape-tin* sovereignty will have passed into their hands—and it can only he rescued by a revolution. Mli. If we vote down a Convention, we do not place our friends and the defenders of constitutional liberty in a sale position to light for the second cause of freedom at the Noilh. It will he said that we are stub born, unyielding and uncompromising, and how can it be gniusuyed V Their mouths would lie closed, and they would he power less, lint let tlm Convention he called composed of our bet men — let them review the whole ground, and do what is just and honorable-- let the question of sullrage be settled, so as to confer its privileges as lib • rally as it is bestowed on most of die North- ern States—let all other matters he arrang ed upon such a basis—let tin* evils ol qiicnt elections he provided against, and then we call, with confidence, place our claim before the world. It Is a laet which the history of our State has clearly demon si rated, that there is nousc for many of tin elections that lake place. There are many ofliees that ought to he tilled by appoint meitt, and those (hat am Jili<*d by alert ion ought to lw* for a much longer term. This evil ought to ho remedied. My opinion, therefore, is that all our people ought (with the present lights before us) vote for a Con volition, lie careful and select our lu st men—able men—men who are willing to act upon important questions—“even in the absence of telegraphic orders ” —and will,do so upon their own convictions of fight. . If the result of their labors is satisfactory, is right and just, let be ratified by the people. If not, then let the people, when thu Con stitution is submitted to them for ratifica tion, under the provisions of these hills, rise in their strength and repudiate it. This crop is looking very fine, and the late rains will develop it unpreeedently. Our farmers not iio'y having hogs to feed, and being able now soon to graze their mules will need hut little more grain except for milling purposes. So there will be but little need for encroaching upon tho grow ing crop. Ami we may therefore look to see our barues again filled with thin cereal, (’niton is looking well, but may be Injured if the late excessive rains continue. With so much rain the chance is bad to destroy grass, no that in many farms it has gotten the start. Hut a few days of good wenthor will enable thu farmer to clean out his fields and then the prospect is good lor a good yield ol the stapk*. Upon the whole 1 think on ^farmers may congratulate them selves upon present prospects. The health of tho freedmen lias not been good of late; so that this has been another obstacle to progress, but with no mishap our farmers will be rewarded lbr their ex ertions.
