T)Y the first d.y of May in etch and every year
there shall be appointed by tht Mayor and
Council three citizens, freeholders of the city, whose
duty it Khali bo to assess the valua of all the Real
Estate in thi* city subject to taxation, and make a
return thereof under until to Council by the first
day nf July following, which ahall constitute a pan
of the Tax Digest for each year. And il ahall be
the duty of the Clerk, from the former book* and
such oilier sources as he may disonver, lo make out
a list of the defaulters as to such real estate, and
furnish the same to ihe Assessors, whose duty it
sha 1 be to esses* the value thereof and return their
assesstarsii to the Clerk nf Council. When the own
j ers of renl estate in the city of Albany, nr their
' agents, cannot be found, it shall he the duty of the
Clerk of Council to post at the Court House and
Post Office in said city, a list of the numbers of
; such City Lots in default, for the space of thirty
' days, at the expiration of which time if said real
i estate is not claimed and owned, the Assessors shall
I assess a fair value thereon, nnd the Clerk shall enter
J the same upon the Digest ns "unknown" and in de
fault, nnd shall assess a double tax thereon, and
•xccution for the amount of such tax, and re
turn said executions lo the Marshal for collectioa.
