And whereas, lly the same Constitution,
it is provided that the mini Constitution

States is vested in ono supreme court and in
such inferior courts as Congress may, from

whenever, by reason of unlawful obstruct
ing combinations, or assemblages of persons

become impracticable, in the judgement of

any State or Territory, tho Executive, in

Anti whereas, impediment and obstruc
tions, serious in their character, have recent
ly been interposed in the States of North
and South- Carolina, hindering ami prevent-
iug for a lime the proper enforcement
of tho laws of iho United States, and
of the judgements nnd decrees of a lawful
court thereof, in disregard of tho command
of the President of tho United Stales;
Aud whereas, reasonable and well-found
ed apprehensions exist that such ill-advised
and unlnwlul proceedings nmv be attempt
ed there and elsewhere;
Now, therefore, X, Andrew Johnson,
President of the United States, do hcroby
warn nil persons ngaiust obstructing or bin-
dering, in any way whatever, the faithful
execution of tho Constitution and the laws;
and I do solemnly onjoin and command gli
offleors of the Government, civil and milita
ry, to render duo submission and obedioncc
to said laws and the judgements and dc-
oreos of the Courts of the United States, anil
to givo pH t-Ue nid in their puwor necessary
to tlio pn. sufiircciucnt and execution

oushou; mid I do hereby enjoin upon tho of-
ticera of tlio army anil navy to assist the
courts and other civil authorities of tlio
Uniteii States in a faithful administration of
tlio laws and judgements thereof, decrees,
mandates artd proocsses of the Courts of
the United Strtcu, and call upon all good
and well disposed citizens of the United
States,to reraeinber that upon the said Con
stitution and laws, nnd tho judgements, de-
orocs nnd processes of tho courts made in ac
cordance with the same, depend tho protec
tion of tho lives, liberties, property and hap-

country, their pride in its prosperity and
greatness, and their determihation to un

and to preserve unimpaired the integrity of
the National Union. 1
