And Whereas, There now exists no or
ganized aimed resistance of misguided citi
zens or others to the authority of the Uni
ted jStatos, in the States of Georgia, South
Carolina, Virginia. North (’an liua, Ten
nessee, Alabama, Louisiuiiiiii, Arkansas,
Mississippi, Florida and Texas, and tho laws
can he sustained and enforced theicin by
the proper civil authority, State or Federal,
and the people of said States are well and
loyally disposed, and have conformed, or if
prm ttc J to do so will conform, in their
legislation to the United Statos, prohibiting
slavery within the limits nml jurisdiction of
tho United States—
Ami Whereas, There no longer exists
any reasonable grounds to apprehend with
in the States which were involved in the
late rebellion any renewal thereof, or any
unlawful resistance by the people of snitl
States to the Constitution and laws of the
United States— i
And Whereas, Largo standing armies,
Military occnnation, Nutional law, Military
Tribunals and tho suspension of the Habeas
Corpus and the right of trials by Jury, arc,
in time of nonce, dangerous to public liberty
incomputable with the individual rights of
the citizens, contrary to the genius and spir
it of our free institutions nnd exhaustive of
the- national resources, and ought not there
fore to bo sustained or allowed except in
uafces of actual necessity for repelling invn-

And Whereas, a retaliatory or vindictive
policy, attended by tinnecessry disqualifica
tion, pains, penalties, confiscations nivl dis-
franchisemeiitn, now, as always, could only
tend to hinder reconciliation among the
people and national restoration, whilti it
must seriously cm barm's, obstruct and re
press the popular energies and national in
ti uit ry ami enterprise.
Ami Whereas. For these reasons it is now
deemed essential to the public wolfaiv, and
to the more perfect restoration of Constitu
tional law and order, that the said last men
tioned Proclaim! ion, aforesaid, issued on
the 29tb day of May, AV D., 1865, shonld
be modified, and that the fpll and.beneficent
pardon.conceded itlicrfl by should bo opened
and furtlier extended to a lprgc number of
the persons wholly its aforesaid' exceptions
have been hitherto excluded from Executive

First. The chief or pretended chief exe
cutive officers including tlio President, the
Vice President and all heads of departments
ol'thc pretended Confederate or Rebel Gov
ernment, ami all who held, or pretended to
hold, in thcsrvieo of tho said pretended
Confederate Government a military rank or
title above the grade of Brigadier Geucral,
or naval rank or title almve that of Captain,
and all who wore,or pretended to be, Gov
ernors of States while maintaining, abetting
or submitting to and acquiescing in the re
bellion.
Seconed. All persons who, in any way,
treated otherwise than as lawful prisoners
of war, persons who in any capacity were
employed or engaged in the military or
naval service of the United States,
Third. All persons who, at the time they
may seek to obtain the benefits of this Proe-
leuiatiou, are acnally in civil, military or
naval coufiuniciit, custody, or legally held
lo hail, either before or after conviction, nnd
all persons who were engaged directly or
indirectly in tho assination of tho late Presi
dent of the United Stales, or in any plot or
conspiracy in any manner therewith connect
ed.
