H.\i!..—Here is the way the Tribune takes tho Californian election : “California returns, which have grown worse daily, have at last touched the lowest depth, 'flic Democratic majority on Governor is H,ooo; the legislature*!* gone, hook and line, and, of course a Tinted Stntes Senator with it; and to till the cup, we are told that it is doubtful if a single Republican Congress- man is chosen.” Significant.—The Nntionnl Intelligen cer remarks that the most significant inti mation of the dire distress of the Radical faction is tho sudden and unexpected re turn to this country of the great maunger of election frauds, the editor “ofmy own news papers, both dailies.” His subordinates in Washington were astounded on Wednes day night by the announcement by tele graph that he had arrived in New York.— The radical leaders have discovered that there is work to be done that no one else can do as well. Savannah.—We notice our seaboard city is working up to her commercial importance and organizing a Hoard of Trade, and making other preparations for connecting business upon a more extended scale than ever before. Her merchants are reaching out and inviting trade from all quarters.— we have a number of their cards in our col umns, and we bespeak for thorn a careful reading. Wo also were yesterday favored with a visit, from Mr. Nieholls, of the firm of Metcalf & Nhjholls. He is here looking after cotton and other interests connected with his house. A letter from Athens,Tcnti., to the Atlan ta Intelligencer states that the crops in that seel ion of country are finer than were ever before known. Especially Is this applicable to corn ami potatoes. The Jotter further ThO Signal Effect #f the Procl»n»t|oi. of Amnesty. “Direing tho deliberation of tho Cabinet yesterday,” says the National Intelligencer of the 7th, “it is understood that it became evident that, in the opinioryjf every mem ber present, the legal effect of the contem plated amnesty proclamation would be to relieve all persons included within its terms from all disqualifications, as well as all pen* allies incurred by their complicity in the late rcbclliou, and, of course, (so far as tho action of tho General Government is con cerned,) from disability as to the exercise of the right of suffrage. We may, therefore, congratulate the country upon tho poospect of a speedy settlement of all our difficulties upon principles conformublc to the Consti tution, and in harmony with our republican form of government. That such will he its effect no sound lawyer entertains a doubt, nor is it to be presumed that it will he seri- ously denied by any considerable number of respectable men of the Radical party, in or out of Congress.” This announcement in a paper usuully considering as possessing uu official charac ter and representing tho views of the Pres ident, is most important. Tho Intelligencer stntes distinctly, as the unanimous opinion of the Cabinet, that the Amnesty Proclama tion removes all disabilities, imposed by Congress and otherwise, and that among these is tho “disability as to the exercise of the right of suffrage.” It is, therefore, settled, “so far as tho action of tho Gencr. al Government is concerned,” that citizens of the South picluded in tho nmtiesty may vote at the coming election without refer ence to tho “Reconstruction Acts,” which exclude them from the registry. Such is said to tho “legal effect” of tho late Amnesty Proclamation, and wo are told that “no sound lawyer entertains doubt” on the question, and that probably it “will not ha seriously denied by nny con siderable number of respectable men of tho Rndieal pnrty in or out of Congress.” We hope this confidence in Radical convictions and actions may not be misplaced. Cur. tain it is that the view presented is in direct conflict with tho provision of tho Supple mental Act which declares that tho Presi dent’s amnesty shall not he allowed to inter fere with any of its resictions upon persons on the question of suffrage. Wo hopo, how. ever, says the Maeon Telegraph, that there is, and will he, that general acquiescence in I he views of the Cabinet as set forth by the lutelligeueer.
