The following sensibleTrtiele from the New York Financial Bulletine, is replete with good advice to our business men which they would do well to heed : The principal business transactions of the city iu merchandise are done upon a basis of four, months’ credit; if cash pay ments arc made, or less time asked, certain discounts arc allowed. The extreme caution exercised during the later years of the war and the period just after its close, iu giving redit is gradually relaxing, and business is carried on more according to the customs prevailing in former limes. In the uncer tainty which attended all mercantile trans actions during the years J801 to 1805, when gold was fluctuating sometimes in a single lay more widely than it does now in a year and when attain* were so entirely unsettled that it was not safe to givonny credit, a close cash business was necessarily done.— Suits on promissory notes were almost un known inlaw offices were that class of ac tions bad lormcly constituted the chief busi ness. It is eminently proper to relax this usual and inflexible .cash system, as the state of affair* int hr country and the com. putative certainty attending commercial op erations warrant such a step. Hut wo see no good reason why the cus tom nf giving credits should he extended beyond its present reasonable limits. It is wed known tlmt one of the principal causes of the panic of IHf»7 was the very great ex tent to which business had been done on a credit; and we believe it (piiteas generally conceded tlmt the fact of there being very little commercial paper afloat ut the end of the war bat been one oftlu* most important assistants in carrying ns through the past two years without a severe financial crisis The experience just referred to, of the in jury worked hy excessive credits in one rnso and of the benefit realized from tlio cash sys tem iu the oilier, is in itself sufficiently stvong to have much influence in guiding fu ture action, but reason, wo think, poiuts in t he same direction. The fact is simply this —tlmt the long credit method is one by which goods run ho bought with promises to pay. The cash or short credit method call for money immediately or iu a Very short time. The tendency with purehasev* will always lie to ask for long credit, and a custom ot giving such credit once establish ed cannot easily bo changed until at lchgtli some great revulsion overthrows every thing, and anew order of things is started The wisest course would seem to bo to keep up the present custom of giving credit lor a reasonable time; the interests of both seller and buyer will be promoted, and the total amoiim of legitimate business done in a year will be quite as large ns if the trans actions were notes of from six to twelve months. An appeal will be taken to the Su preme Court. Paragraph 11 of General Order No 00, reads ns follows: “An election will be held in this State on Tuesday the 20th day of October, 1807, con tinning three days, at which registered vo ters ot the State may vote tor a convention and for delegates to constitute the Conven tion, iu ease a majority ofthc voters given on that rpiestion shall be given for n con vention and in ease a mnjority of such re quested voters shall have voted on the ques tion of holding such convention.” We presume that tho registration for the State has been fully completedf and that the blacks arc in tho majority, ns in all the Southern States except In Virginia. The registration list in our county stands in the rates of six blacks to one white, and in the State according to the published statement, tlu* blacks aro in tho majority of betwoon three and fotrthousand. This district, com posed of the counties of Dougherty, Lee, and Worth, will beenlisted tp four.delegates t n tho convention provided one is held. Thia is eminently wist and proper nt this time, from tho fact that so many busi ness houses have recently been erected in which our citizens has invested so lieaily, and which would roqnre in tho event olfire the aid of efficient and well organized fire- companies, which by the passage of this timely order tho court evidently intended to foster and encourage. County Tax.—Tho Interior Court of this county Ims assessed a tax of 145 per, cent on the State fax for tho purposo of liquidat ing the past indebtedness anil to meet the current expenses of tho county. This tax will be sufficient to pay tho county out ol debt, and furnish a Bind for tho rebuilding of the bridges in the county, mid nil expen ses incurred}during the year. Washington .Yews. The Presit lent expresses confidence tlmt notwith standing appearances, the elections Sontli will occur simultaneously. Washington, September 21—A sugges tive question has arisen in the City Council. Tho lower Board which went in on negro votes, gives the collector of taxes who wenl in with them, two percent. The upper Board, where white representatives, on ac count of holding over, have a majority in favor of one per cent. A conference waa appointed^which fifced commissions nt one and a half’. Tho tipper Board refused to concur, and tho city fiimnees are nt a stand still. In another year it will give tho black Uadicnls the upper house, when their favor ites can have remunerative commissioners. Gen. Sheridan is summoned and will ap pear before the Paymaster Fraud Commit tee, It is expected that Sheridan’s testimo ny will throw* some light upon the Lowen- tlml complication., Tho 8tnr says it learos ihat Sickles has a letter from Gov.
