But it is neither Manchester preaching nor any other Manchester agen cy that lias brought about such a desirable end. The people have arrived at it of their own free will and accord. The high prices winch they have obtained for tlieiv cotton orops during the last few years have yaid them well; and it is simply owing to their having discoved that nothing paid them better, that tilings have come to such a pass. With tho extension of cotton cultivation, the production of grain lias corresponding!,' decreased, and a scarcity ami dearness ot all sorteof food lias toliowed as a natural con sequence. In Khandcish, at the present day, a coolie can live on 4 its, a month; but here, owing to the scarcity ol grain, it takes nearly double that nmnuiit. It nlso common, loo, to import grain from Klmn- deish, and people doing so find it to pay well, even after paying a high railway car riage—the difference between Burar and Khandcish value being so very great. While, therefore, cotton is’ now the god of tho Borar cultivator and cotton dealer, it is looked upon with a very different eye by Law Cards. D. H. POPE, ATTORNEY AT LAW. To him every flora of cotton that grows seems blit so’much grain less to eat; and wliilo lie tries in vain tositisty liimsclf with bis scanty meal in- ■kslii stead of joining in the workship of the ryot, be is much more inolincd to exclaim, “Let Relative Val»e of a Ponnd of Chiton. _ jhaiiy and oft-repeated arguments | by the Southern press to convince ' «that it was their best policy to raise itoa and more of every article of con- ion needed at home, have never been leauovcrted. Their correctness was too pendent to admit of cavil. Nevertheless ' there has been, for the two yeare since the ■ fir,a general practical disregard of tho ad- I rice.' Both of those years tho largo mn- 1 My of the planters made an effort to raise ' ' erbps of cotton, to tho necessary t of food crops. They failed, on ac- cotton perish, hut give mo lood enough to satisfy my hunger.” Butlabor is dearer in Berar titan in Kliamleislt, and the coolie is partly compensated in this way; but, with all that, lie is still the sufferer. A ronlio iu Khandcish gets live annas a day, but in licrar seven annas is the ordinary rate. Plenty of cotton and a scarcity ot grain likely to be llie order of llie day iu Berar so long ns cotton attains to anything like its present rate at Liverpool. Wliou it lulls to (id., it remains yet to lie seen wliat the effect will be upon our cotton growers; fur since King Cotton began to rule in India it has never reached so low. People say it will never pay the rvot to grow it at such a figure,' * believe till count of unpropitinns seasons and unsteady kbor, to make the cotton crops “pitched” lor,hut-they still made, as mncli as the trade demanded and enough, to reduce tho price but I believe that even when it does fall to that point it will still continue to be grown to a considerable extent. The ryots have now got thoroughly accustomed to the cot ton plant, mid will not lightly give up tho rearing oilt Besides, were tho whole cul- u * oMhe staple to figures barely paying ex it is MiKS. It is now apparent that it they ltd not tried to raise so much cotton, but bad planted other crops instead, they would luvo hoet) ranch more independent to-day. Latterly.the press has teemed with call- itcs drawing that the present price of cot- I w)H iirdly reimburse the cost of its pro- ‘ion. These estimates have reference to p atone. Let us now consider the reln- lire prices of cotton and tho commodities “ lEopleot the Sonth have to buy with it, ') and since tho war, to see if there has tin a commercial revolution rendering mpossilile to buy those other necessary imoditiea with the proceeds of the cotton j, ■ Botoro the war, a pound of cotton mold always buy a pound of bacon or flu ff; now it takes two pounds ot cotton to y one pound of either. Before tho war, rand of cotton would buy two or three ids of flour; now it buya but little more one. Before the war, the cost of a gul- fsyrup was about four or five pounds iltoi); now eight or ten pounds. Before (.par, com averaged Horn one year to tivated land in the province to be devoted to grain, grain would become so plentiful and cheap, that even a lower figure than Od. lor cotton wonld pay better than any sort of grain. • y , v etop.- ler about seventy-five cents per bushel; ’ ’ aft"t ■' ; it is one dollar and a half or three lent Wo might extend this conipari- * L ~gging and rope, shoes, iron, coffee, all the commodities necessary to s life at tho South, and the dif- etween former and present times It be found, nearly the same. Even fabrics afford no exception—u pound «n will not buy as much cotton b as formerly. 1 comparison serves to show that, b,the price of cotton may be nominal- rar than it was before the war, it is j much lower, because the norm- » p( other commodities have ad- . _) much more than cotton; ergo t will not do now as formerly, to ex- pcotton for those other commodities ton will not go far enough, etpondent of ours the other day, 1 that the reason why planters die ijp policy of planting less cotton food crops, was that the argu- ita favor was so conclusive that iter thought that all others .must ireo and would bo guided by it, i could plant a large crop and get a 3 for bis I It tarns out that each in ing to overreach others overreached ( and all fnstained a common loss.— e comparison of prices which wo have Med ought to point this moral; tlr* > of ootton is relatively too low, a e of other commodities too high, th-exohpnge profitable to the cot- r, as anon a barter used to bo.— i to regain former prosperity is barter, and mako at home the dities that wo cannot afford to buy itlon.—-Columbus Enquirer. epu to. an FratpecU ia Mia.
