While the greatring of cotton specu lators have been able to keep entire control of the markets, and the plant- f erd have -been their hnmble slaves, there is a class of outside speculators who, ike the p’-oducera, deal in futures, and while they have been able to conduct their business in a more elegant man ner so far as ontside appearances are concerned, they have been scarcely more successful. This class is compos ed of merchants, lawyers, physicians, and gentlemen of leisure, not to men tion an occasional preacher o’- two, and its members have in many instances been crushed bet veen the upper mill stone of the syndicate and the nether one of ill lack. A new departure is now suggested to : the plautefs, and-' they are exhorted to make friends toi themselves of the Mam- mon : bf the speculators—in other words to follow their example—combine and seli their cotton for future delivery— ■say ih O’btoberand November nextj iat affixed price. It is strange that this should be a new idea. It is a specious onb,-and if it can be successfully put iilto-practice,' it is a good one. Biit the 'selling Of cotton has been discovered to be no less a science than the making of it, and- 'we advise ohr readers to consid er well what they do when they try to' beard the licn in his den, or to tackle thejedtten ring in its chosen field—that of speculation. ‘The quotations, of .futures in| New York* last Saturday, the 26th instant, Were as follows: ; i : • . • : ; Whenaclv’d. The Senate has at last passed. the ar- ,my appropriation bill ' as it was iienk hp ^oin the. House, and it now goes to: 'the President. Speculations are wild as to wliat his action will be, but it seems to be the opinion of the best informed that he will veto it. Should this be the case the bill will fail to get the two- thirds majority necessary to insure its becoming a law, and the government will have to call on the radical money ring in whose interest it is run; for a few millions to supply the*necessaries of continuing its existence. Of eonree Congress will not be cowardly enough this Mine to recede from the position it has taken. The legislative, judicial and execu tive appropriation bills have passed the House.' and-been referred to the appro priate committees in the Senate. A bill is now being considered in the Senate allowing cabinet officers to take part in the discussions of either the Senate Or House. We hope this will not become a law, for the different branches of the gove'rnment should be kept' entirely separate, and there. are already too many men in Congress winded speeches. Let the misery be rather curtailed by. some wholesome rule. The House has passed the subsidiary silver coins bill. The bill as passed, provides that silver coins of smaller de nominations than one dollar may be ex changeable into lawful money when presented in sums of twenty dollars; makes lawful money exchangeable into silver coins, legal tenders for’ all debts, public and private, in sums not exceed ing twenty dollars, and makes minor c oi uge receivable at the post-offices to | for saying GEORGIA GLEANINGS- The-Bue Yista Argus c for human effc Marion county ell tlie los and fertilizers occasioned one hundred then would not more than do it. : that if it ; to restore New Advertisements. The Atlanta Constitution gives the following as the most notable sale of the bonds yet made; “Yesterday Treasurer Benfroe received the most no table order for the new font per cent, bonds that has yet come in. A letter from Athens, Georgia, accompanied by $65 in shining goid, came from a n^ro woman named Cora Hill,- who wanted her money’s worth-of the four per cent, bonds. She had saved this sum from her own bard earnings,, and determined to pnt it into a shape where it would be safe and at the same time increase. The gold was in all denominations from $1 $20. : Such an example of economy is worthy of the highest commendation and general imitation. This is themost notable sale of the four per cent, bonds yet made. Treasurer Benfroe also re ceived orders yesterday from Florida and Sonth Carolina for some of the bonds. They are thus going to differ ent States, and everywhere they go they carry the story of Georgia’s splendid credit, The Dispatch says that eighteen thou sand one hundred and fifty bales of cotton have been shipped from Hawk- insvills during the season just ending, and there is a sufficient number of bales in the warehouses to run the shipments up. to about twenty thousand bales. The guano receipts for the , season run up to one thousand five. hundred and seventy-five tons, worth, at forty dol : lars per ton; sixty-three thousand dol lars. •; ■■ The OaifiestnMe Eagle says that some days ago Mr. Pollard Kelley and the two Lawless boys, of Dawson ccfnnty, struck a' small bonanza oii -the ' Spike Hill mine, about two miles east of Daw^ sonville. The Atlanta Constitution, in speaking of the Jnly session of the Georgia Leg islature, says: “It is not two early to remind members that one Of their first duties is to pass a law muzzling sheep. This is a reform that has already been too long, delayed.
