negro had been lynched by white
men, and that in revenge a crowd
of negroes had cahght and lynch

had taken place, though there wan
foundation for the. belief that such

communication, ‘hefidfer "of which
is supported by any proof what
ever.
The first is that “the delibera
tions of five men have frequently
hampered instead of expediting-
public work.” We must remem
ber that assertions unsupported by*
facts or evidence, when brought to
bear* upon the official record'of any
of our'officers with a view of im
peaching their official integrity,
are very insTgAEficaftt, to say the :
least of them. “Anti-Commission
er” does not cite a single instance
in proof of his assertion, notwith
standing its singularity.
It is passingly strange; (and I
must confess that .it is something
new to me,) that the “delibera
tions of a body of officers com
posing a council, should prove
detrimental to their constituents.
“Anti-Goii'tnissioner” has over
looked the important fact-that in %
multitude of counsellors there is
safety. Is it possible that 'one;
man can transact public work with
greater velocity than Eve men
can? Is there more safety in the
“deliberations” of one man than
there is in five? Are five men
more likely to be “hampered”
than one? Does “Anti-Com
missioner” 'mean ‘'bull-doze?
If he does, the bull-dozer would;
in my judgment^ have an easier
undertaking with one man. One
or more Oat of five in all proba
bility could hot be bull-dozed.
But this may, in “Anti-Commis
sioner’s” judgment, be where the
“hamper” comes in—a failure to
agree to a specific splan in Regard
to public work, causing ah Unnec
essary delay, instead of “eXpedi
ting” business. There is no jie
cessity of being in a great hurry
in regard to public work. If we
go slow and exercise great “delib
Oration,” we are not likely to make
such blunders as Would prdve det
rimental to the interest of the pub
lic generally. “Bbtihefhtion”
the first premonitory symptom of
great wisdom. An undue hasty
m ethod in the transaction of busi
ness,' is indicative of cerebreal
weakness. Men of strong mental
faculties are “deliberate” in all
their actions, and their conclusions

subject, we will withhold our ver
dict.
The exercises werri pronounced
