The color line was closely drawn the other day in New York in the case of T. Thomas Fortune, the colored agitator and journalist. A salcon-keeper refused to serve him with a glass of beer, on the ground that he was a negro. When he in sisted on his rights a policemen was called, and Fortune was lock ed up. The largest, named Queen, was pursued by a crowd of men and boys into a lumber yard, where she made a stand and trump eted several times. The crowd pressed her with clubs, and in a moment she charged them. In the scramble a big pile of lumber was upset andfour men were buried. Agent, Savannah, Q a- KISSIS@a'”»SH. A Problem to Solve. 8avxmuth Kews. To raise the standard of recruits for the army and navy is one of the problems that Uncle Sam will have to solve soon. The progress toward reducing the number of desertions from the army is gratifying. The returns for the past six months, just pub lished, show that the desertion evil is rapidly decreasing, the number of desertions reported for April being about 100 less than for the corresponding-month of 1889. For Maya similar creditable showing is made. Recent reforms in the treatment of enlisted men have brought about this welcome change, and an order issued by the Secre tary of War some time ago per mitting any recruit, after he has been in the service three months and until he has served seven months, to apply for a discharge, Btate the reasons ■ of his disaffec tion and get an honorable dis missal, has almost put an end to desertions at the recruiting posts, where formerly probably 90 per cent, of them occurred. The most desirable recruits, however, avail themselves of this open door to leave the service. They find after a short experience that there is a great difference be tween- the real and the ideal of a soldier’s life, and even the opportu nities afforded for distinction and promotion after four or five years’ service do not lure . them' on. In order to render attractive the ser vice to the class of men it is de sired to enlist, army officers have suggested the revision of the pay table. They have reached the con clusion that this is the only way the quality of enlisted men can be improyed. None are better quali fied to judge than the officers whosei opinions are based on prac tical experience, and congress and the war department should give the matter consideration. Thir teen dollars a month does not seem like good wages to the average young man, and it is not made much more attractive when he is told that in time he may be made a corporal at $15 per month, or sergeant at $17, or, if lie has ex ceptionally good luck, a first ser geant, and receive $22 a month. The same arguments apply to the navy, and now that aliens can no longer be enlisted on Ameni can war vessels, it is beginning to be a serious question where the sailors are to come from to man the ships . kept in commission, Boys educated in the naval squad rons seldam re-enlist, but are at tracted to. the merchant service, where, they receive better pay. An Ingenious Hired Man. All hired men are ingenious, only some are more so than oth ers, says the Pittsburg Dispatch. One day last week a gentlemen sent John, his coachman, milk maid and bottle-washer, to the neighboring villiage for 50 cents worth of 2-cent stamps. After the usual time—say three hours—had elapsed John returned from his tramp of two miles. His face wore a self-satisfied look when he came into his employer’s presence.' “Got the stamps, John?” “Yes sir,” the -man replied, handing over a bunch of 1-ci L stamps. “I said 2-cent stamps, John, and yo’ve got ones.” “Yes sir,” and the smile widen ed, “I asked for 50 cents worth o’ stamps, and the postmaster, says he, ‘l-cent or 2-cents?’ ‘Do yon sell 1-cent stamps? says I. ‘Yes,’ says Tie. ‘Well,’ says I, ‘if you can buy stamps for a cent what’s the use of payin’. 2?’ an’ I bought the 1-cent stamps, sir.” Of course John’s master was charmed with his thrift The transition from long,'linger ing and painful sickness to robust health marks an epoch in the life of the individual. No amonnt of cultivation can change a worthless weed into a useful vegetable. What a blessed condition of life it is when even our troubles may be made a means of joy. If we were mef not so imper fect oarselves, we would have a better opinion of other people. Shadows have no elaws; they carry no swords, and fire no guns, but they frighteu .many people to death. People who boast that they nev er did any harm, are generally those who haven’t done' much good. Serving riches, instead of mak ing riches serve you, is the most piteous of all poverty. It is slavery. The man who threatens to com mit suicide when he is in low spirits is a safe enough venture for-a life insurance company.
