The chances are that Mr. Ingalls will lire to see his hope realized. The growth of the pension list has been astounding m the last few years. Few people realize how rapidly the appropriations on this score have increased. Now we have the queer picture pre sented of a pensioi# list nearly thirty years later calling fo: one- half the amount required to sus-, taiu the army in the midst of war. There are now, in round numbers, 500.000 pensioners on the rolls; 200.000 applications are pending as a hundred hens and eats more.
