In the midst of exhausted resourc
es, the Confederacy irreprably cut
in twain, and overrun by. federal
forces, aud the paper medium, so,
depreciated in 'its monetary: face
value thai it was not worth the pa
per upon which-it wasprinfed, this
year’opsned gloomily for the Con
federacy, everywhere,. The tragic
end was rapidly approaching and
had been ever since Lee’s failure at
Gettysburg, -on the first of July,
1863, and thf surrender of Vicks
burg, the third day thereafter.
True, the .sanguinary struggles,
the losfr. of lifev and. effusion of
blood were as appalling after the
hand of fortune had turned agaiust
the Confederacy as they had bean
before, and.no other than citizen
soldiery, the most efficient in the
woild, neither fed. clothed, nor
paidj fighting not for conquest, nor
for territory, nor for the subjuga
tion of others, but for principle, a
principle consecrated and vouch
safed to us by the tyood of our rev
olutionary ancestors, could have
held opt. as Jong as we did agaiust
sncjb. overwhelming odds, all the
while encroaching upon our terri
tory, and' forcing us inch by inch
to the last ditofi where grimvisaged
patriotis^Xj^Bicthred in the face of
every confederate, had determined
to die rather , than surrender prin
ciple.
Finally the climax was reached
and we were hemmed in and coald
neither advauc > nor retreat, but
were, forced, under protest, to an
capt the inevitable, which was bot
tomed on the principle that “might
makes right.” Is not. this spirit
rife in this country to-day —south
as well north?
Bat to the subject in hand. Un
der the personal direction of Ad
miral Porter, the ranking admiral
of the federal navy, a brave and
skilled officer, Fort Fisher was sub
jected to the most terrific bombard
ment that could be made upon it
Meanwhile the transports, bearing
Terry’s land forces, under cover of
the heavy metal of the federal gan
boats, adroitly run past the range
of the heavy gnns of Fisher and
effected a landing in the rear of the
fort. The forces thus landed were
too strong to be successfully resist
ed by the confederates, and we
were forced to withdraw. Thus,
on the 15th of January, Fort Fish
er, the Malakoff of the Confedera
cy, fell, not fiom the water front,
but by reason of Terry’s land fore
63 in its rear. Thus the Confeder
acy was completely isolated from
the balance of the world. Mean
while Sherman had accomplished
his almost unmolested march,
marked with torch, flame and
smoke through Georgia, and into
the Carolinas, where he was aug
mented by Terry. In the mean
time, in the last extremity, Gen.
Joseph E. Johnston had been plac
ed in command of Gen. Hood’s
shattered army, which, including
our division, and some other scat
tering forces, amounted to about
35,000 men, all told, which he mass
ed in front of Sherman, in North
Carolina, who was proceeding to
join Grant in Virginia. This was
the only force that could be
brought to face Sherman in his
grand march through the Confed
eracy Ou the 16th of March,
Sherman’s greatly augmented forc
es, in their grand march, encount
ered ns at Averasborough, N. C.,
and again on the 19th, at Benton-
ville.
This was the last battle, and the
28th in number that our command
was engaged in. In it our cap
tain, and two privates were killed,
and several others wounded, and
our Colonel, by right, Sampson W.
Harris, now, and for a long time
Judge of the Coweta circuit, lost
his right leg, if I remembea cor

All of the peace commissioners
agree that there is nothing in the
treaty with Spain that prevents
the United States from doing what
they please with the Philippines.
They can annex them, hold them
under a military government, sell
them in a lamp to any one of the
nations of Europe or divide them
up among those nations or help
the Filipinos to establish an inde
pendent government. Senator Frye
however, is of the opinion that the
United States will'retain posses
sion of them, not only, for their
own benefit, bat also'for the bene
fit of the Filipinos.
It is pretty safe to say that the
United States will not sell the is
lands or even let any other nations
get a foothold on them. They will
hold on to them, however great
the cost of governing them maybe.
If not immediately, the time may
soon come when public sentiment
in this country will favor the inde
pendence of the Filipinos. It is
doubtful if oar government will
adopt any definite policy in respect
to them at once. They will be
held for the presenr, and it may be
for a good long time to come, un
der a military government.
An attempt at this time to adopt
a colonial system would be met
with strong opposition, and imme
diate independence for the islands
would not command the approval
of this or the next congress. There
fore, it is probable that the Philip
pines will remain nnder military
rale far several years before a se
rious effort will be made to change
it.
In the meantime there will be a
great deal of discussion as to what
ought to be done with the islands.
The democrats will contend for
one policy and the republicans for
another. It is not at all improba
ble that the Philippines will be the
chief issue in the next presidential
contest, notwithstanding the fact
that Senator Teller has expressed
the opinion that all matters grow
ing out of the war with Spain will
be settled before the beginning of
that contest.
