It will be seen that the victim of
this reform is to be the manufac
turer who sets himself up in a ru
ral place.^According to the post-
office department he should either
do without mail facility or move to
some big city where his mail;wou!d
swell the : salary of'some presiden
tial postmaster. It will be seen
that there is no claim for extrava
gance or corrupt service; the work
which the postoffice does is per
fectly legitimate, but it works fa
vorably for the manufacturer who
prefers-the country to the city.
It is to be hoped that this penny
wise movement will be dropped.
Postoffices should be established
at everv'point demanded by social
or business reasons! The'depart-
ment has the appointment of post
masters in its own handstand it is
the institution to be blamed if the
wrong man is appointed. Let the
postoffices ' remain, and let the re
form make itself evident in the man
appointed, and^notjby depriving
people of mailing facilities

I am glad to know that Hon. J.
Pope Brown, the energetic and
justly beloved president of the
Georgia State Agricultural Society,
is moved by the same spirit, and
has determined, providence being
williog, that he will spare no effort
to place the,society|on a biger plane
of usefulness to’ijthe entire state
than it has ever occupied. He pro
poses to have the society known
and its helpful influence felt in
every county in the state in the
year 1900. He proposes to arouse
among the agriculturists of the
commonwealth a deeper interest in
(he society and {its great and high
ly commendable mission than they

Mr. Stephens of Texas, thinks

were 6,855,983 pieces of mail mat
ter received at that office in a year.
Less than 700,000 pieces had the
“return'’ address that enabled the
government to return them unopen
ed. This is an increase of 100,000
over the “return” addressed pieces
received last year. Money, drafts,
cheeks, etc., aggregating a face val
ne of $1,168,000 were received-from
43,308 persons who failed to use

act. Thejmeasure, which is one
of the most important yet intro
duced, carries Ihe,following provis
ions:
That all of the stamp tax which
was levied or increased by the-act
providing ways and means to meet
war expenses, be repealed; that the
stamp laws which {were in force
immediately prior to the approval
of thiB act be continued; that the
secretary ofthelreasnry be author
ized to redeem ont of any money in
the treasury not otherwise appro
priated all stamps that have been
sold and not cancelled, without any
discount; that this act shall take
effect on the 30th of June, 1900.
In speaking of his bill Mr. Lewis
made the following statement to
me:
“My bill goes at the seat of the
trouble and takes the power away
from Secretary Gage by cutting off
the tax, and permitting it-to remain
with the people instead of letting
it pile up in national banks on de
posit.
“The president in his message
informed congress that this war
tax had amounted,to $100,000,000
the last year. The measure has
now answered its purpose and_is
consequently useless aud should
be repealed. The treasury incomes
on account of these excessive taxes
are much greater than the treasury
outputs. Congress has made large
appropriations to fully support
both the navy and army, and this
is a farther reason for the repeal
of the; stamp tax act.
“The president in his message
stated that for the first time in
eight years we now had a sinking
fond, and that he was using this
sinking fund for the pnrposa of
baying np'bofidsT 'TYcah We" no
justice in’ taxing all the people to
create an uncalled for sinking fnnd
to be used in bnying,up bonds to
relieve the financial strain in local
sections.
Mr. Lewis is a member of the
banking and currency committee,
and will pash the bill vigorously.
The bill is of such merit that it is
nrged that the Republican majori
ty should now assist in its enact
ment.'
