He Makes Formal Announcement of His Candidacy. ‘ To the Democrats of the 3rd Congres sional District?-- " I am a candidate for Congress frcjm this district, subject to the democratic primary, to be held on the I5th of May. If nominated and elected I shall devote my entire time and energies to the duties of thiB high office,' and especially to the in terests of the people of this district. Thp best hope of good govern ment is in the triumph of democrat ic principles. If you seeJit to honor me with this high office, I will use ~my best efforts to secure the passage of those laws which will carry out those principles and promote the public good. Most respectfully, Allen Fort. v Seqretary Gage of the U. S. treas ury estimates that the surplus reve- j nud fpr the sfical year ending June 30,1900,will amount to $70,000,000. This being true, the war stamp tax is an unnecessary burden upon the business interests of the country. Fob the year ending on June 30th, 1900, the war reveue tax, represent ed by stamps used on checks, notes, mortgages,, other documents and a few articles of commerce, it is esti mated, will aggregate $79,052,249. All this tax is paid by the consum ers, and the law fixing it should be repealed. IHossy Hill Notes. BY SOCKS. Farming is almost blocked, as the ground has become too hard to work well.
