The Georgia state conference of
the Epworth League will meet in
Rome on June 21st. Preparations
are being made to entain the largest
number that ever attended a league
conference.
It has been proven that the worst
democrats in office can do is im
measurably better than republicans
will do. Therefore democrats should
be elected to administer the federal
government.
The Cuban postal frauds may in-
clnde the whole government system,
developing a scandal reaching to the
departments at Washington. Repub
lican extravagance heretofore made
these frauds possible. Turn the ras

We desire to place the democrats
of the third congressional district
on notice now that there will be a
Houston statesman in the race for
congress in 1902.
We are not ready to name the
man, though there are a dozen or
more able citizens of Honston on
the eligible list.
In r making this declaration we
must not be understood as express
ing.dissatisfaction with any previous
nomination and election. We simply
express the sentiment of Honston
democrats that two years hence the
time will be at hand for some con
gressional honor to come this way.
The democracy of Houston has
ever been faithful and effective in
its political service, working valiant
ly for the party without fear of
punishment or hope of immediate
reward.
For years our county was the
southmost in the fifth district* and
by force of numbers the honors
were accorded the northern part of
the district, successively to Candler,
Glenn and Hammond. Then, the
northern county of the third dis
trict, Honston was north of the line
of political honor. Of Cook, Crisp
and Lewis we are proud as efficient
representatives of the third district
democracy.
Though for a time the democracy
of Houston was dominated by the
dark force of political ignorance and
vicions carpet-bag leadership, our
county was among the first to cast
off this outrageous yoke and prove
to the world that intelligent right is
superior in politics, as in all things
else, to ignorant might.
More than once Houston has won
the proud distinction of being the
banner democratic county in the
state, and never have her democrat
ic citizens been recreant to political
duty or ineffective in party service.
As goes Houston so goes the dis
trict, has often been truthfully said
with reference to congressional poli
tics, and as Houston so often gave
her political voice and vote to the
honor of others, we now propose to
insist that the honor come this way
next time.
In this declaration there is nei
ther bigotry nor bravado, but simply
an appeal for justice.
Democrats of the third district,
take heed of Houston’s claim, and
come with ns when the time arrives,

The campaign for the election of
Georgia state officers will be be

many reasons it is certain the demo
crats will be elected.
The democratic candidates were
all nominated, without opposition,-
by popular vote. The populist can
didates were nominated by conven
tion composed of caucus selected
delegates. The democrats were cho-
son by all the people; the populists
by a class.
The democratic candidates, with
one exception, have served ably and
faithfully in the positions for which
they are again nominated. The pop
ulists are untried men, without any
training for the duties they are anx
ious to assume.
The foundation principles of dem
ocracy are in accord with the best
and truest in statesmanship. The
populistic demands are in many
cases chimerical and impracticable.
But, in the campaign, there should
not be unkind harshness by demo
cratic speakers, but straight-forward
argument proving the superiority of
democracy over populism.
Though misguided, the populists
are honest in their belief, and earn
est in their purpose.’ They are mis
led democrats, who will eventually
retnrn to the democratic faith. In
the Georgia state campaign they are
powerless, but in national politics
they are assistant republicans, tak
ing from the democratic party votes
that in trnth are not republican.

There have been complaints since
the chain gang system was inaugu
rated, and before, and it can safely
be said that no system of road-work
ing will ever give satisfaction to all
the people.
New commissicners have been se
lected, and they will be elected next
October. Their term of service will
begin in January, 1901. They can
serve themseves admirably and get
into position to serve the best inter
ests of the county correctly, if they
will investigate the ways and means
of conducting county business be
fore they enter upon the perform
ance of their official duties. They
can ascertrin the Dature and causes
of the complaints made. If the
complaints are just, the causes can
promptly removed; if frivolous or
unjust, satisfactory explanations
could be made.
We are saisfied the present com-
misoners are working honestly and
faithfully with the purpose in view
to serve the people efficiently, and
nothing in this article was intended
to reflect in any degree.upon their
competency or their integrity.

A Free Scholarship.
Republicanism and Trusts.
There should be no disposition to
crow, nevertheless, Hon. E. B. Lewis
and his friends have cause to be
proud that his victory last week was
so complete. A majority of nearly
4,000 in the district, and ten coun
ties out of thirteen in his favor is
enough to prove , the popularity of
Mr. Lewis as against his opponent.
This, however, does not prove Judge
Fort nnworthv.
Election by popular vote is not
the proper thing for judges and so
licitors. The primary Contest that
culminated May 15th was a disa
greeable eye-opener, and the next
legislature should repeal the law.
Judges and solicitors should notjbe
under personal political obligation
to individuals of the counties and
circuits they serve.
Veterans who attend the reunion
at Louisville will pay only $10.90
railroad fare from Macon and re
turn, if they buy a round-trip ticket
over the Central Railroad sjstem.

States that the pernicious operations
of manufacturing and commercial
organizations, called trusts, are ren
dered possible by the fostering care
of the managers of the republican
party. In connection with current
political events, our Washington
correspondent writes as follows on
this subject:
“The republican members of the
judiciary committee of the House of
of Representatives have embarked
in a ve y*slick game to take all the
wind out of eke democratic sails on
the trust question. They haye rec
ommended tojtbe House the adoption
of a radical amendment to the con
stitution, giving congress fall con
trol over all corporations, and will
attempt to secure action aip.ni it. Of
course everybody knows that this is
merely politics. The republicans all
know the Senate will never ad ipt
such an amendment, and they know,
also,that if it did,it would take three
or four years to get the amendment
considered by the states. They also
know that no such amendment is
necessary. Even their own high le
gal priest, the unspeakable Griggs,
has delared that congress has power
to enact all necessary legislation,
and in this assertion the Industrial
Commission, which has fully investi
gated the question, entirely agrees
with him. What is wanted is an
Attorney General who will enforce
existing laws. The proposed consti
tutional amendment is intended to
deceive the people, who will, it is
hoped, take it as an earnest of the
future. Another report, now being
prepared, will treat of aa amend
ment to the existing anti-trust law,
depriving trust officials of the use of
the mails, brands trust-made goods
so they can be identified, and in
specific terms gives to people who
may be injured by the operation of
a trust, the right to go into court
and sue the monopoly for damages.
This remedy is immediate and effi-.
cations, but—it will not be adopted.
It will, however, serve as a threat to
procure campaign subscriptions from
the trusts, and that is all the repub
licans want.”
The Carnegie College, a newly in
corporated institution at Rogers, O.,
in order to introduce its methods
of teaching by correspondence, will
give one Free Scholarship to each
county in’ our state. The Free
Scholarship grants to the student
free tuition in the Normal and Ac
ademic Courses', and also in the Bus
iness Courses, including Book-keep
ing and Short-hand. All the instruc
tion is given by mail at the student’s
home. Students making application
for Free Scholarships should write
at once to the College’and mention
this paper, and also the county and
state.
Within a week the British garri
son of Mafeking, South Africa, has
been relieved, and steady progress
has been made toward Pretoria, cap
ital of the South African Republic.
The Boers have disputed the ad
vance stubbornly, but as often re
treating toward their capital. The
indications are that there must soon
be a decisive battle, and that by su
perior f_rce the British will conquer.
From Manila comes news almost
every day of sharp fighting in some
part of the Philippine Islands. With
out exception the Filipinos are re
pulsed with heavy less, and very
slight loss on our side. The U. S.
garrisons of the interior towns are
small, with the surrounding country
occnpied by the insurgents. At this
distance it seems that the war drags
dreadfully.
Work has commenced on an ex
tensive plant to mine kaolin at Gris-
woldville in Jones county.
It is officially declared that there
is need of additional men in the
Philippines to put down the rebel
lion there.' The number of men re
quired to displace soldiers discharg
ed from service with the force under
Gen. McArthur is fully 100 per Week.
There are 3,500 vacancies in the en
listed force, a number which is daily
increasing, with - scant prospect that
the present rate of enlistments will
ever replace. It is proposed to es
tablish new recruiting offices at
points throughout the country where
men are likely to be secured, al
though the demand for labor at
good wages has made it somewhat
difficult to get the kind of yonng
men who are wanted for service in
