The.international development of; the; color line in politics is one of the interesting features of the day, slightly touched upon by Mr. Bryan- during his presidential can- vass, and now protruding itself into republican party councils. The president, it is declared, is oppcsed to legislation which would antagonize the south in ‘the mat ter of race feeling, the ostensible cause being the hope to build up, through the aid of southern busi ness men, a respectable backbone for republicanism here. The most important part of the statement, however, is that in which it is— u —suggested that any action ta ken with reference to the suffrage of the south in advance of the adoption of a definite policy in the Philippines might throw some embarrassment in the way of the proper disposition of the citizen ship rights. of the Filipinos, and, moreover, it is felt that the gov ernment has as much as it can deal with now without getting in to-a contention over domestic af fairs.” It is a singular coincidence that the same wire should have brought the announcement from Honolulu that the royalist casdidate for del egate to congress had been elect ed, and that—. “His campaign was an anti white canvass, with promises on the part of some of his campaign workers that if he were elected Queen Liliuokalani should be re stored to the throne. The result of the vote shows the native bit- The Convicts Of Georgia. The third annual-report of _ the prison commission of Georgia to the general assembly has been giv en to the public and copies placed upon the desks of the members of both branches of the legislature. The report gives a vast amount of. interesting; information that will be of great value-to the - members of the legislature relating to the. manner in which the felony con victs of the state are handled, and also the manner in which the state farm is operated. The following shows the num ber of convicts for each offense.; Arson 86, Attempt to murder 232, Attempt to rape 111, Aiding escape 1, Assault and battery ■ Adultry and fornication 1, Burg lary 645, Bigamy 7, Beastiality 12, Breaking railroad car 11, Em bezzlement 3, Forgery 30, Infanti cide T, Kidnapping 2, Larceny af ter trust 8, Larceny from house 27, Larceny from person -4, May hem 3, Manslaughter 203, Murder 472, Obstructing railroad train 8, Perjury 18, Personating another 1, Receiving, stolen goods 4, Rape 1161 Robbery 89, Simple larceny 142 For shooting another 16, Riot 6, Seduction*!, Counterfeiting " How a Pig Squealing in a Gate Starts ed’ a War. In the senate there will be seven repub licans, eight independents and one democrat. With the inde pendents in control, a lively ses sion is expected, as they are against the ruling regime. “It is likely as a result of the election that congress will be ask ed to establish some' limitations upon the voting privilege. Many of the whites want a property qualification for voters. It is ar gued that in voting upon a simple color line many of the natives have shown themselves urmtsfor universal suffrage.” The North Carolina restriction is hence called for from an unex pected source, and must soon be come a recognized feature of re publican policy in dealing with the new peoples Avith whom we have been thrown in contact. Out of the long struggle there will evolve -4bat truth which it lias been impossible to suppress: That inferiority must bend to su periority. This is the emphatic law of civilization. - Marion Butler of North Caroli na is already preparing to contest the election of Mr. Simmons to the United States Senate, not withstanding Mr. Simmons Avill not' be elected until next January. He has, however, been “recom mended” to the legislature by a primary vote, which is equal to an election. Butler will allege fraud its the ground for . contest, and he hopes to be -able to per- suade the ' republican niajority in the Senate to refuse to seat the democrat. The success of the new Philadel- phia-Savannan steamship line has been little short of- phenomenal. Already there vis a demand for more freight room, which the company will speedily supply by putting on another ship. The" commerce between the two ports gives good promise of becoming much larger, “so. that still other ships may have to be added to the fleet. Small things are produc tive of amazing results sometimes. Lately some fellow’s ingenixity has demonstrated.that the war of 1812 was produced by -a pig get ting its h^ad fast, in a fence in Connecticut or Rhode Island. It happened in this wise: In some particular precincts a federalist voter put off leaving home for the polls till the last minute possible for his reaching the voting place in time. He was hurrying as fast as his legs could carry him to ex ercise the highest prerogative -of an-American sovereign, when "he heard one of his pigs squealing as in great distress. Now, it is a conceded fact among us farmers that, there is no more ear piercing or pleasure ban ishing sound hr this noisy world than that made by a pig squealing because his adventurous head has been caught in the crack of : a fence, unless it be a Thomas cat- developing his musical apparatus at_midnight’s holy hour. So the federalist, burning with wrath against Thomas Jefferson and all the democrats, stopped to rescue his pig. This delayed him so that he lost his vote. The democrat ic candidate for the legislature was elected by .one majority. The legislature elected a democratic United States senator; by on e ma jority. Thn United States senate declared war by one majority, all the democrats voting for it. That pesky pig made several pages of glorious history. Q|d School Books Boaghl SqM agd Exchanged.
