Uncle Sain has called Pierpout

a quo warranto proceeding to te3t
their right to merge competing
lines of railway.
The interests which will be af
fected directly and indirectly by
the decision reach a total of three
and one-half billions, while those
immediately involved exceed a
half billion. Thus it is the most
important suit in point of dollars
whioh has ever been tried.
The tjnited States Government
contends that the merger of the
competing .lines by the Northern
Securities Company would be a
restraint of trade within the pur
view of the Shermau anti-trust
law.
Fundamentally, the case in
volves the question, by no means
novel, of the subordination of the
natural right of purchase to the
police power of the nation. Ap
plication of the police power to
the rights of combined capital
would put restraint of the trusts
upon broader grounds than have
heretofore been generally consid
ered.
If tjie police power of the Uni
ted States may be called into req
uisition for curbing the trusts we
shall have small use for new anti
trust laws. Should the present
case furnish a precedent for ex
tending the police power to cover
this'class of cases, it will indeed
be the world’s greatest lawsuit.
Monopoly will be proceeded
against because repugnant to the
spirit of our institutions, and we
shall have cause to look upon the
wisdom of our constitutional for
bears with.a new veneration as
something directly inspired.

altogether probable that the fram
ers had monopoly in mind or
looked upon the police power as

It is fundamentally the conserva
tor of our welfare. We are con
fronted with tremendous evils.
We should be fortunate indeed
coiild we find deliverance in the
Constitution itself without resort
to modern laws of Congress.

Our neighbor, Jones county,
proposes to show .the people of
Georgia what she can do in the
way of an exhibit ,at the coming
State Fair. Her people are en
thused on the subject.
The following interesting edito
rial appears in thisl week’s issue
of The Jones County News:
There is no reason whatever
why Jones county should not take
the first premium of $1,500 offer
ed by the Georgia State Fair Asso
ciation. This statement is not
made offhand, without regard to
its reasonableness or the ability
of the men and women of the
county to make it good.
In this day of enterprise and
push the very life of a city, ooun-
ty or community depends upon
being centered in an effort to ad
vertise that particular city, coun
ty or community. And what
could be of more benefit to Jones
county in this respect than the
capture of the State Fair Associa
tion’s first premium. The News
has no definite plan to offer at
this time, but feels assured that
the men who are behind the Jones
County Fair Association oan be
depended upon to formulate and
put into immediate execution
plans that will accomplish the
desired end. We have everything
that is\ needful to success in get
•ting together an agricultural dis
play, an exposition*of dairy prod
ucts, stock, cattle, eto. We need
in addition only a determination
to win. A prominet. citizen of
South Georgia, while in Macon a
few days ago, inquired anxiously
if the people of Jcues county in
tended to have an exhibit at
the State Fair. This seems to in
dicate that the fear of our proba
ble competitors is that if we con
tinue to get together the same
class of exhibits that have made
our home institutions famous it
will require a great effort to de
feat us for first place in the state
contest. And so it would. Let
us push our self-confidence up a
notch or two and go in wif)h a de
termination to win the first pre
mium.

A startling incident is narrated
by John Oliver of Philadelphia as
follows: “I was in an awful con

The report of the Commission'
er of Patents for 1902 shows a to
tal of 49,490 applications for pat
ents, including designs, and that
27,776 patents, including designs,
were issued.

crowds back, denote the route to
be taken by the presidential car
riages and similar detail work.
He will also say where brass
bauds may be stationed and se
lect the stands for the corps of
official photographers and the ar
my of unofficial snap-shotters.
Then, having held final sessions
with the newspaper reporters, to
be sure that nothing will get into
the papers, the “advance man”
will move on to the next town
and the presidential party - will
come along and enjoy the quie
tude and reserve for which the
