Temporary Truce Between Nations Is

Genoa.—Another European confer
ence to deal with the Russian prob
lem exclusively will be held at The
Hague about June. The United
States is invited to attend, says a staff
correspondent.
This was announced by the British
delegation following an all-day session
of the supreme council powers. .
Immediately afterward, Foreign Min
ister Schanzer, of Italy,- c.alled on
American 'Ambassador Child and per
sonally handed him the invitation to
attend The Hague conference, it will
be transmitted at once to Wosliirigton
for consideration by the American gov
ernment.
All powers Invited to the Genoa con
ference, including Russia, will be ask
ed to Bend representatives., to The
Hague. The j main purpose of thei
gathering, aside from general discus
sion of the Russian situation, will be
to select a commission which shall
be empowered to negotiate’ a settle
ment with the soviets. It is thought
tha ta commission, given powers suf
ficiently broad, could effect a settle
ment more easily than a general con
ference, such as Genoa, where the na
tions gather as nations and retain a
highly national point of view (luring
the negotiations.
The invitation to the United States,
extended by all the supreme council
powers, undoubtedly will be sufficient
ly impressive to win the most serioila
consideration nt Washington. It Is
regarded as significent that the de-
ciBion to ask the United States was
made just twonty-four houra after
L’oyd George lunched with American
Ambassador Child and went over the
whole Russian situation with him.
Although It is learned authorita
tively that no ohe qualified to speak
for the American government has pro
posed that the United States he rep
resented in the Russian" discussion, it
is regarded as probable that Lloyd
George has reason to feel that an in
vitation from the allieB would he given
the most earnest consideration,
The powers feel that the co-opera
tion of the United States in a Russian
settlement is essential. Any settle
ment reached by the allies and Russia
must take into consideration Ameri
can interests and the beBt way to give
these interests proper consideration, it
is emphasized, is to have American
spokesmen present during the discus
sions.
