The war fraud investigations
are causing trouble to tbo repub
lican administration.
It may bo that that there is an
Irish Free State, but it seems that
is not much peaco in it.
The May crop report says South
Georgia is leading the state in. the
quality of the growing crops.
O- ————
There may have been weak
mombors, but there wore no crooks
in the war cabinet of President
Wilson.
Wherever graft has run riot in
public affairs, the people jnjfvo been
in somo measure responsible as
participants in tho unduly iinfreas"
ed prices.
It was reported last week that
tho Georgia cotton crop is far be
low sthe ten-year average. Too
much ruin in May and too many
weevils arc givon as tho direct
cause.
Five Superior Court judges
have been appointed by Governor
Hardwick to act ns a commission
to investigate tho charges against
tho management of tho Georgia
prison iann.
British troops, woro sent to Ire
land to stop tho lighting botwoen
tween the Belfast and Munster
forces. Later tho government
guardians of peace were reinforced
by .12 fighting airplanes and sev
eral troop ships were sent into
Belfast hurbor.
The U. 8. Senate is very much
dissatisfied with the delay in con
sidering the tariff monsure pending
•on the calendar of that body.
Seemingly tho leaders do not
agree with tho President concern
ing this bill.
BIG PROGRESS EXPECTED IN ROAD
BUILDING
From tho progress being made
.•in,Federal-aid work, the States
are exerting exory effort to make
the present season a big one for
road construction, according to
the Btiroau of Public itoads'lJnit-,
od States Department of Agricul
ture, Xu February 83,906,000 was
allotted, and March tho figure
jumped to $12,029,000.
In April plans for 225 projects
were approved by tho bureau, the
second largest number in the his
tory of Federal aid, and indications
are that the number for Mdy will
be even larger. In the past the
peak in volume of plans approved
came in June and July; tho ear
lier occurrence this year shows
that the States are making good
their promise to get as much work
under construction as possible to
take advantage of lowe prices and
relievo the unemployment sltatiou.
A considerable porton of tho pro
jects for which the plans are
approved should get under con
struction during the summer and
add greatly to the 13,950 miles
under construction on March 31.
On this date the number of
completed projects on which final
payment had been made passed
the 2,000 mark, involving 11,017
miles. It will be interesting to
watch the growth in this figure
during the 1922 season. X

the ways internationalism and the
elimination of international war"
fare may be brought about natural

[ Tho close of the World War
I brought, to the unusually enlighten
ed a keen consciousness of tho
evils of nationalism, and an un
usually warm welcome to the ef
forts looking to minimize the
chances of war- Yet, as Mr. Rus
sell points out, in the Century
Magazine| tho utmost that Presi
dent Wilson could secure was a
Longue of Nations that left, out
Germany And Russia and required
unanimous consent to make im
portant decisions; and even this
step to unite tlio nations against,
war and for a forward move for
tho common welfare of the human
race has not yet been ratified by
official America though heartily ap
proved by tho best public opinion
of America.
A federation of tho world with
a government with enough power
to enforce its decisions is the great
political need of the time, just as
ilia poace of good will among moti
is tho supreme need of all time. If
the people of the wnrld will not
consent to move in voluntary con
cert and co-operation for the es
tablishment of a common govern
ment strong enough to prevent
war and to secure justice, then, as
Mr. Russell contends, it would
seem that the easiest natural road
to such an international govern
ment would be, first, the prepon*
deronco of somo well-intentioned
powerful State; second, the di
vision of the world in to a few large
groups that would bo largely
economically self-sufficient and
that would make self-defense easy
and aggression difficult; and, third
a friendly federation of the large
groups of Shite.?. In the modorn
world, Spain, Franco and Germany

world leadership in tlio wrong way
