New York.—Fear and suspicion, twin demons which have possessed the world, and which can be exorcised only by some form of an association of na tions, are the forces that stand be tween France and Germany in the set tlement of the reparations question as they stand in the way of settlement of every other international question, Lord Robert Cecil, noted British ex ponent of the league of nations, de clared in an address before the foreign policy association. Addressing his first American audi ence, Lord Robert, who lias come to the United States for a series of ad dresses on behalf of the league, de clared it was essential for world safe ty to “turn the minds of nations from force as the only remedy.” “Take the question of reparations,” he said.. “What is It that makes that question so Intractable? It is that though the French are anxious for the Germans to pay, they also are anxious lest if they are allowed to get on their feet sufficiently to pay, they will be come again a dunger to the security of France. “Do not think I am attacking the French on that accouunt. No one who has read the history of these countries even cursorily will say the fears of France are unreasonable—or, for the matter of that, the fears of Germany either. “There is a long history behind the reparations question of the present day. And if we are to bring some remedy to this state of things, the first thing wo have to do is to allay International fear and suspicion. We have to got a new spirit among 1 the nations of the world. We have got to teach. them that persuasion, public opinion, are far greater, potency than mere physical compulsion.” Warning that the next war, If one came, would be far more terrible bo- cause of the new scientific discoveries, than the world war, and that it was not inconceivable that American cities might be laid waste and their popula tions destroyed by airmen flying from the sea, Lord Robert declared that a crisis in world history has been reach ed—that nations must “learn or per ish.” The recent Washington agreement for the limitation of naval armament •was but a “first step” in the only di rection that can save the present civ ilization from going the way of the civilization of Egypt, Greece and Rome, he said, adding that the three most terrible arms of warfare—aircraft, sub marine and land forces—had not been at all affected by the Washington treaties. Officials of the various European governments have not been so shock ed since the six former Greek 'cabinet ministers were put to death by the rev olutionary government in Athens sev eral months ago. The execution of Budkevich, who was convicted of treason on the charge of attempting to secure tho aid of Po land against the Russian government, comes at a time when events were lead ing up to commercial co-operation of European governments witty Russia and, perhaps, complete recognition by some nations. It has been learned that the Brit ish cabinet, before the execution be came known, discussed what steps to take in event Budkevich was actually put to death. No announcement of the contemplated course of Britain waa made but it la now momentarily ex pected that some course of official ac tion will come. Officials of the government of Bo- nar Law' make no secret of the fact that they expect a popular demand for tho expulsion of the RusBian trade delegation tot London which has been the unofficial representatives of the Moscow government for some months. The matter of expelling the trade delegation has already come before the house of commons. Shortly after Bud kevich and other Roman Catholic churchmen were convicted members of the commons protested against the presence in England of the delegation from Moscow. A. U, 8. Seizes Whisky And Alcohol New York.—Whisky and alcohol val ued at 2125,000 were seized by prohibi tion agents in a Bronx warehouse, where they said, it had heeen stored by Thomas C. Craven, of Boston and New York. Craven was arrested sev eral days ago with James Dorian, chauffeur, and a woman employee on a charge of conspiracy to Violate the Volstead act. The arrests were made on the complaint of special agents who declared Craven had negotiated with them for the sale of liquor Imported from Cuba.
