legislature will begin to function
three weeks hence, on the third

entire list of needful laws, because
the last legislature was almost en
tirely lacking in this particular.

ed Senators and representatives

ly elected last year.

expenses of the state government

missions nnd bureaus are fixed by
'constitutional law, except as to
t ie amount to be voted i« each.
To say that the slate is on trial
is technically correct, but the
court cannot be more definitely
defined than to say that it is com
posed of all the votes. , .

next year.
It Is known that Governor
Walker and the most able legisla
tors have given close study to the
financial conditions of the state
out of which must coine the decis
ions as to what the tak rate will bo.
All along the line of legislative
work tho best judgement of the
legislators and all others concern
ed is impartially demanded.
There is no need for us to go
into details here.
If the Senators and Represen
tatives are not ableaud well quali
fied they ought to be labeled “dis
qualified” so the people can vote
them ,tho privilege to stay at
home after the next state election.
