‘OPEN DOOR AND OPEN BOOKS' POLICY
PLEDGED BY GOVERNOR-ELECT VANDIVER
In an address before new and
veteran legislators attending a
two-day institute in Athens on De
cember 15, Governor-elect Ernest
Vandiver promised “an open door
and open book” government after
his inauguration in January, 1959.
“Public records must be availa
ble to the press and to the public.
Meetings of public boards and
agencies must be open to the press
and public except under the most
unusual circumstances where the
public interest or public morality
demands that they be closed,” he
said.
All government officials in the
Vandiver administration will be
given notice “to conduct the peo
ple’s business as public business,”
stated Georgia’s recently elected
chief executive.
M. A. Perry, president of the
Georgia Press Association and Ed
itor of Atlanta’s Metropolitan Her
ald, hailed this action by Govern
{ or-elect Vandiver with the follow-
ing statement: “The people’s right
to know about their own govern
mental affairs has been reaffirmed
by Governor-elect Ernest Vandiver
in his forceful statement of Mon
day. Members of the Georgia Press
Association have long fought for
an open records and open public
meetings law so that they might
report the facts of government,
local, state and national to their
readers in an honest and intelli
gent manner. This is not possible
when public records arc withheld
from the press and the public and
when meetings of public bodies
and bureaus are not open to the
public.
“Mr. Vandiver is to be com
mended for his forthright state
ment on this vital issue. His action,
if followed in every phase of gov
ernment, from the local to the na
tional level, will result in better,
more efficient government,” con
cluded Mr. Perry.
