County Commissioner Salaries Range
From $25 a Day to $25,000 a Year
ATHENS—A study of salaries
and fringe benefits of Georgia
county commissioners and county
clerks has just been published by
the Institute of Law and Govern
ment of the University of Georgia
School of Law.
Copies are being mailed to each
county courthouse and to the press
of the state, as a public service.
Houston County Setup
In Houston county, each of the
five commissioners receives $1,200
a year and the clerk receives
$4,800 a year. Commissioners and
the clerk are allowed 10 cents a
mile for the use of their cars and
group life and hospitalization in
surance are available to them.
The county pays 100 per cent of
the premiums for the clerk for
both hospitalization and life in
surance.
In some counties in the general
population bracket of Houston,
the chairman of the commission
receives more than the members;
in Clayton county the chairman re
ceives $6,250 a year and each
member $2,000 a year. The clerk
receives $4,200 in Clayton county.
In Crisp county, each commis
sioner receives S3OO a year, with
the chairman drawing S4OO a year.
The clerk receives $3,600.
In Dodge county, which has the
single commissioner form of gov
ernment, the commissioner gets
$4,800 a year and his car is furn
ished. The clerk gets $2,400.
In Peach county, the single com
missioner receives $4,200, plus
serving as ordinary, plus $3,000
worth of life insurance on which
he pays 50 per cent of the pre
mium.

tute Director, said that due to the
current interest in how county of
ficials should be compensated
whether they should receive salar
ies or fees or a combination of
both—the Institute plans a series
of studies on how various types of
county officials of Georgia are
compensated.
He pointed out that 136 counties
replied to questionnaires seeking
information, giving details on the
salaries of commissioners and
J clerks in nearly 86 per cent of
the state’s 159 counties. The re
! port shows considerable differ
ences in the personnel structure
of county governments and in the
compensation paid. In the six
counties with more than 100,000
population, for example, salaries
of commission chairmen range
from $25 per meeting in Chatham
County to $15,000 per year in De-
Kalb. In the 33 counties which
have the single-commissioner type
of government, annual salaries
range from $2,500 to $12,000.
Some counties provide social se
curity, retirement and/or work
man’s compensation for the coun
ty clerk and all commission mem
bers, while others exclude some
of those officials. Most counties
also offer group life or group hos
pital insurance benefits.
The final compilation and ana
lysis of statistics were supervised
by Dr. Frank K. Gibson, associate
professor of political science at
the University. Others who work
ed on the project included Richard

dent research assistant, and three

Bynum Arrested
After Wild Chase
Ed Bynum, Perry Negro who
has served some time for moon
shine whisky activities, was pick
ed up by city police after a wild
chase last Sunday morning.
While on another call on the
Houston Lake Road about 9:30
a. m. Sunday, Officers Charles
Hicks and B. E. Dennard tried to
stop Bynum, but Bynum had other
ideas. He took off out the Houston
Lake Road with the officers run
ning “wide open” to catch him.
Bynum, who was accompanied by
his wife, Kathleen, turned quickly
to the right after crossing the dam
at Houston Lake and hit a coun
try road. His car finally hit a post
and choked down, several miles
beyond the lake.
While the officers were catch
ing up with him, he took a half
with Mr. and Mrs. Walter Collins
and Mrs. Mollie Leverett.
