somewhat eased world relations,
particularly between the Soviet
Union and the United States, ac
cording to the Secretary General
of the Interparliamentary Un
ion. Events of the past year, he
said, call for “optimism and re
newed hope,” and the fear of
war has given way to a feeling
of security.

Savings Bond Quiz j
Question: While cleaning out J
some old boxes and papers for a
recent move, I found several
Series E bonds I had bought back
in the early 40’s, then stuck away
and forgotten about. What is the
status of these bonds?
Answer: Your bonds arc still
as good as gold and still drawing
interest. In fact, any E bond ever
sold between May, 1941, and May,
1949, had a 10-year maturity per
iod and have been granted two 10-
ycar extensions, which means that
none will reach final maturity be
fore May, 1971.
Question: I have several E bonds
bought in my maiden name before
1 got married. Will I have diffi
culty cashing them? Are any pa
pers required to be shown?
Answer: The answer is “no” to
both questions if you present the
bonds to a paying agent (bank)
where you are known, or where
you can establish satisfactory iden
tification. Or it is possible to have
the bonds reissued in your married
name, using Form PD 1474.
Question; I am smart enough to
j know that U. S. Savings Bonds are
as sound as our country. Aside
I from that, what is it that makes
them such a good investment?
Answer: First of all, your prin
i cipal investment and rate of re
turn arc guaranteed. Then, there
is the added advantage that you do
not have to report your interest
earnings on E bonds for tax pur
poses until such time as you cash
your bonds or they reach final
i maturity. Under existing regula
-1 tions, this would be 17 years and
nine months. Even then, this in
? terest is not subject to Stale o:-
i local income taxes. Another fine
feature about Savings Bonds is
j the fact that when they are lost
s or stolen, the Treasury replaces
them without charge.

In some respects this is cer
tainly true. Although many
parts of the world are torn by
local or regional strife, there
have been no major confronta
tions between the great world
powers which could lead to a
global nuclear conflict. There is
increasing hope that progress
can be made in resolving major
issues of the day which up to
now has been slow or even total
ly lacking.

IN GENERAL, the world sit
uation seems to have improved
greatly. But we must not be too
sure. We must not let down our
guard and become complacent,
politically or militarily.
It should not be forgotten that
the Soviet Union has a long and
deceitful record of pursuing pol
icies and adhering to agreements
only so long as the Communists
believe it is in their own inter
ests to do so.
Always remembering this, our
policy-makers and the American
people should not place too
much trust in the Russian smile.
In my opinion, Khrushchev has
not wavered from his intentions
to bury democracy in any way
that is left open to him.
The United States must con
tinue to think and act accord
ingly.
