Grand Jury
Presentments
GRAND JURY
Georgia, Houston County
We. the Grand Jury, sworn
lor the August Term, 1967,
of Houston Superior Court,
wish to make the following
Special Presentment:
A comprehensive study has
been conducted by this Grand
Jury regarding the establish
ment of a Juvenile Court in
Houston County. We recom
mend the immediate estab
lishment of this Court based
on the following facts:
1. Our young people need
the best counseling and gui
dance available and need it
now, not next year.
2. Our courts are overwork
ed and have a three to four
month backlog.
3. Endorsement by State,
County, and City juvenile of
ficials and law enforcement
officers.
We further recommend that
every effort be made to ob
tain a Judge of the same cali
ber of our Superior Court
Judges. We realize men of
this caliber are not readily
available; however, we should
strive to obtain the best man
available; a man of experi
ence and understanding of
young people.
The Judge should be ade
quately compensated for the
following reasons:
1. Caliber of man required.
2. Urgency and importance
of job.
3. Time and effort that will
be required.
Many long hours will be
required of the judge during
the establishment of this
court and possibly even long
er after establishment. There
fore, adequate compensation
is a must if we are to ac
quire the type man we need.
We further recommend that
the court grant the use of
all County Court facilities to
the new Juvenile Judge.
We recommend that this
Special Presentment be pub
lished in the Houston Home
Journal and the Warner Rob
ins Son at the expense of
Houston County.
Respectfully submitted, this
22nd day of September, 1967.

some variety would be possible
within these guidelines H is per
