April 25-28, convening at the
Florida Exposition Park,
will host the van for the
second consecutive year.
WRAMA has sent other
representation to the event
for several years.
Purpose of the van is to
interest prospective bidders
in doing business with
WRAMA. It was recently the
subject of a nationwide news
film clip made available to
television stations
throughout the U.S., and to
facilities of the American
Forces Ration and
Television Service overseas.
Idea of the van is to show
representatives of small and
minority firms what the air
Force buys through
WRAMA. WRAMA is one of
the five air materiel areas of
AFLC, with an annual
procurement of ap
proximately S4OO million,
according to official
spokesmen.
Robert Beckmann, chief of
the SAMA Small Business
and Contractor Relations
Office, the van has been
instrumental in focusing
attention on the air materiel
area’s goals to interest new
sources of supply in
producing items for the Air
Force reliably, on time, and
at reasonable cost.
Project officer for the van
is Captain I,eonard Dankey,
who plans and carries out the
itinerary for the 30-foot van.
trips included Knox-
ville, Chattanooga and Nash
ville, Tenn., and Huntsville
and Gadsden, Ala. Another
trip carried it to Fort Valley
State College, Ft. Valley,
Ga., where potential leaders
of minority businesses were
acquainted with goods
bought by WRAMA and on
how Section 8A of the Small
Business Act works to
benefit minority firms.
He reports that a great
number of the questions at
institutions such as Fort
Valley State College relate to
the purpose of the van. He
explains that WRAMA
acknowledges first the
complexity of doing business
with the government.
Secondly, he points out the
genuine desire at WRAMA to
encourage small and
minority firms to get on the
lists of eligible bidders and
then to actively participate
in the bidding.
In the industrial com
munities, most questions
relate to how firms can make
themselves eligible to
receive invitations to bid.
Many firms are interested in
government requirements or
specifications. A great
number have manufactured
aerospace components
previously, but for major
contractors who were
building aircraft or missiles
for the government.
“In either case, being able
to see the part we’re buying
is helpful, and certainly
simpler to understand than
an encyclopedia sized bid set
with its supporting technical
documents,’’ said Captain
Dankey.
In the film clip being
distributed this week,
Captain Dankey is showing
the van for the first time to
the executive committee of
the Greater Macon Chamber
of Commerce. “Even though
we are but 18 miles from
Macon, it is surprising how
much useful information we
were able to convey to the
chamber," he said.
So far, the van has
travelled to five
southeastern states.
Sometimes, the appearance
by the van is sponsored by
the local chamber or in
dustrial and trade
association. Other times it is
sponsored by societies or
associations at their annual
convention, or by specific
industrial groups at trade
and industrial fairs.
More than 3,000 have
signed the visitor's book, in a
total of 32 cities so far. While
the results of the van are
difficult to measure, it is
interesting that through
January of 1972, par
ticipation in WRAMA
business by small firms is 17
per cent, in contrast to 12.1
per cent through the iden
tical period a year ago.
The van is an extension of
an on-base showroom which
also displays parts the Air
Force is going to purchase. It
is part of the Small Business
and Contractor Relations
office. To aid contractors,
the office was relocated, and
instead of being located on
the part of Robins AFB
which requires entry
through a controlled access
gate, the office is now
located right off of North
Davis Dr. in Warner Robins.
Major General A. J. Beck,
commander of WRAMA,
initiated the van and the
display area in the office as
part of a searching look at
what could be done to en
courage more small
businesses to participate in
Air Force business. Some
changes were made in
the inner workings of the
procurement process, in
cluding a directed effort to
speed up purchase orders.
This would give smaller
firms more lead time, and
enhance their chances of
success.
Another idea came from
the WRAMA Director of
Procurement and
Production. Colonel Jacob B.
Pompan. His concept was a
symposium attended by
representatives of firms
doing business with
WRAMA, and by officials of
WRAMA. the Air Force, and
the Small Business Ad
ministration.
