Robins AFB Busy Fighting Pollution Waste newspapers at Robins AFB are now being collected for reclamation by the workshop students at the Happy Hour School for Exceptional Children in Warner Robins. Papers will be collected in a large container located adjacent to Linwood Elementary School and another at the base Com munity Center complex. According to Colonel W. H. Clisham, base civil engineer, immediate benefits include reducing the number of cubic yards of landfill required to cover up the papers on base, providing base personnel with a quick method of newspaper disposal, and at the same time providing the Happy Hour School workshop with a self-help project which will provide both occupational therapy and revenue for the institution. Anyone can drop old papers in the receptacles, including both military and civilan personnel of Robins AFB and their dependents. Not wanted are metals, plastics, magazines or garbage. “All we want in these two special containers are refuse newspapers, pref err ably neatly stacked and bound with twine,” said Colonel Clisham. Also on the list of unwanted items is glass, since the children at the school might be injured by broken glass tiems. The Happy Hour School workshop is an adjunct designed to provide useful employment to the mentally handicapped. It is run by a retired Air Force major, James P. Kelly of Warner Robins. His workshop is the product of the Houston County Association for Exceptional Children, and started some 15 years ago in the basement of Second Baptist Church in Warner Robins. Now it has expanded into a new facilities on Young Avenue in PERRY, GEORGIA, THURSDAY, MAY 4. IW2 Warner Robins. The school pupils total 46 and ad ditionally there are 32 em ployed in the workshop. Projects at the workshop have included reclaiming rocket launchers, assem bling flare piston kits, assembling sales brochures, partial assembly and packaging of glass top tables, making and selling pillows, and even assembly of plastic components used in toilet tanks. “We are the sole source of the boxes used by Pabst Brewery for getting returnable bottles to and from vendors,” he said. These are manufactured by a carton stiching machine. Enterprise runs throughout the workshop. All cooking and cleaning at the workshop is done by its workforce, even running its own beauty parlor. “Some of our girls go over to the Peach Belt Nursing Home and wash, set and comb hair for the elderly there,” he said. The paper reclamation idea began Oct. 1. “First, we are all interested in the en vironment. To help preserve the environment means doing something about paper waste. It is only natural to use a labor source for reclaiming paper which has been in the past neglected. This is especially true when one of the main problems facing efforts to recycle is labor cost.” Eighty-one tons have been recycled since the start of the project. Most was put by interested citizens in the special paper receptacle located in front of the workshop. Capacity of the firm with which the bundled paper is marketed is 50 tons a day. “One way of looking at our effort is that the 81 tons which we have processed did not require city pickup, did not wind up being burned and polluting the air, did not occupy valuable landfill area, and did not wind up as debris and litter,” he said. Each ton of paper equals 17 trees. One of the purposes of the timber grower is to sell timber for pulp and lumber. However, behind the new interest in recycling is the fact that America will be hard pressed to find cellulose for its needs unless paper recycling gets new momentum. While in the Air Force, Kelly was stationed with Headquarters of the Air Force Reserve. His new vocation came after attendance at a baseball game in Warner Robins. Dr. Dan Callahan, long one of the biggest boosters of the Happy Hour School, asked Kelly if he wanted to run the workshop. “What is the workshop?” was his first question. Not only does he now know in timately, but he thoroughly enjoys his work. “It is really rewarding to see the great number of things which these young adults can do.” He envisions that recycling centers could be established nationally, and that these could greatly lessen the burden on municipalities and Depart ment of Defense facilities. Paper equals about 59 percent of solid waste disposal volume. Poten tially, the market for recycled paper is “tremendous” he said. This is also true for other solids, including glass and metals. “It’s great to dream,” he confesses. But for the im mediate future, he says thanks to the people of Warner Robins and to Robins AFB for providing paper to the workshop. There is a nice mixture of benevolence and pragmatism in the support given by the base to the Happy Hour workshop project. “What goes to the workshop doesn’t get buried on base. That’s great,” said Roy Ditterline, deputy civil engineer, who is still faced with disposal of magazines and other forms of paper.
