Perry Senatorial Candidate Takes Stand On Issues Perry attorney and farmer Sam Nunn is waging a strong campaign over the state for the Democratic bid for U.S. Senator in the General Primary on August 8. Nunn is seeking the Senate post now held by David Gam brell, a Gov. Jimmy Carter appointee to fill the term of the late Richard Russell. Follows are some of the statements Nunn has been making in speeches around the state. They are being printed here so that local supporters and friends of Nunn can keep up with Houston County’s “favorite son’’ candidate. DRAFT DODGERS “The men who ran off to Canada and other playgrounds to avoid serving the United States must be treated like the law violators they are. They knew exactly what they were doing. Many young people disagreed with American policies in Vietnam but nevertheless did their duty and responded when their country called. And, of course, someone did serve for every one of the draftees who fled before his name was called. The draft quota was always filled by others who had to stand in the places of those who fled. How would you explain amnesty to the men who accepted duty on the line? How would you explain amnesty to the relatives and loved ones of those who fought and died? As United States Senator, I will support federal prosecution of all draft dodgers to the full extent of the law. Here are just a few of the poor foreign aid investments we have made during the past 25 years: Albania, $20,400,000; Algeria, $176,100,000; Chile, $1,281,000,000; Cuba, $43,700,000; Czechoslovakia. $189,500,000; Haiti, $117,200,000; India, $8,003,600,000; Poland, $437,300,000. Every folly of which the Washington bureaucracy is capable is embodied in our foreign aid giveaway program. As United States Senator, I pledge to join with responsible elements in the Congress in scrutinizing our foreign aid giveaways and to vote against any individual expenditure that can not be shown to my own satisfac tion to be in the best interest of the United States.” THE DRUG PROBLEM “We have got to stop talking about the narcotics epidemic in this country and do something positive to counteract it. The terrible enslavement of growing numbers of our children to the dope traffic is horrible. "Die average narcotics addict must steal approximately S3OO worth of property each day to support a SSO a day habit. Most law enforcement officials agree that narcotic addiction is the number one cause of our increasing crime rate. I say narcotics epidemic, and that is what I mean. If smallpox or TB were rampaging through our communities, no time would be lost in quarantining and treating those afflicted without delay for the good of us all. What would be your reaction to a news bulletin that 5,000 people in the city of Atlanta have smallpox or TB? If narcotics addiction remains unchecked, the number of addicts within the city of Atlanta could be three times the present number in the near future. If all addicts would volunteer for rehabilitation, the solution would be sim plified. However, volun teerism alone doesn’t work. Officials at the U.S. Hospital in Lexington indicate that the low rate of cure is due to the volunteer nature of admission and release. We must take affirmative action to eliminate the demand for heroin and other hard drugs. When addiction to an illegal drug can be medically established, it PAGE 9-A becomes our duty to eliminate this addiction and rehabilitate the sufferer to a useful role in society. I propose that we take the addict off the street and turn the drug tragedy from a potential crime problem into a medical solution. In the same manner as courts recognize society's rights concerning vac cinations and quarantines, 1 propose that suspected addicts be required to submit, either voluntarily or involuntarily, to a medical evaluation under due process. As United States Senator, I will work for the establish ment and funding of a fully equipped, adequately staffed drug rehabilitation center in Atlanta, utilizing in voluntary procedures when necessary. I want this center established as a pilot project so that admissions and treatment procedures can be refined to render the fullest possible service in the near future to other localities throughout the nation. I pose this question to the people of Georgia - would you rather have addicts r emoved from the streets and provided with drug rehabilitation under public health laws, or would you rather wait anxiously while they commit criminal acts and spread their horrifying habit?”
