Grand Jury Presentments
GEORGIA. HOUSTON COUNTY
TO THE SUPERIOR COURT OF SAID COUNTY:
We the Grand Jury sworn for the March Term
1972, convened the 6th day of March 1972. This
Grand Jury was in session March 6, May 18, May
19, June 20, June 29 and June 30,1972.

There were 77 true bills and 6 no bills returned
to the Court by the Grand Jury.
2.
The Grand Jury appointed the following com
mittees:
(a) Voting Machine Verification
(b) Tax Digest
(c) Board of Education
(d) County Jail and County Work Camp
(e) Houston County Hospital Authority
All committees inspected offices and-or con
tacted those individuals responsible in each area
of assignment

The following reports and-or recommendations
are submitted;
(a) VOTING MACHINE VERIFICATION:
The county voting machines were inspected and
verified as ready for the elections.
(b) COUNTY TAX DIGEST:
The Pike Sub-Division in Warner Robins was
specifically investigated as a result of certain
allegations of unfair evaluation. Evaluation of
other properties was also reviewed.
It was determined that the Board of Assessors
are delinquent in maintaining evaluations in a
current status. Shortage of personnel has been a
problem, but has been relieved.
It was found that a 30 percent discount on
realestate has been granted in the past to
developers. This practice is not specifically
covered by Section 92-5703 of the Public Revenue
Code. Across the board evaluation of all property
is below the minimum level.
It is recommended that future Grand Juries
work with the Board of Assessors and assist as
required to provide needed quidance to maintain
an up-to-date tax digest and supporting records.
(c) BOARD OF EDUCATION:
The committee met with Houston County School
Superintendent David Perdue and other officials.
The Transportation, Purchasing, and Main
tenance Departments were inspected and found in
good condition. The athletic records of the three
high schools were reviewed and were found in
order. The overall operation of the school system
was found to be efficient and the Houston County
School Superintendent and his staff are com
mended for an excellent job.
(d) COUNTY JAIL AND COUNTY WORK
CAMP:
The Houston County Jail and County Work
Camp were inspected and the following findings
and recommendations are submitted;
Mr. Charlton Alexander, Jailer of the Houston
County Jail is commended for the cleanliness of
this out-dated facility. The County Commissioners
are commended for the implementation of the
recommendation of the previous Grand Jury in
regard to improved food service and quality of
meals furnished to prisoners at the County Jail.
We recommend that the condition of the
prisioners in the County Jail be improved by
segregation of the prisoners awaiting trial, from
those prisoners previously convicted and serving
their time or awaiting transfer to other in
stitutions.
We recommend that the County Commissioners
provide mattress covers for bunks at the County
Jail.
We recommend that an assistant jailer be hired
/for the County Jail as recommended by the
previous Grand Jury.
Warden Allen Stone is commended for the
manner in which the work camp is being operated
and we especially commend Warden Stone for his
use of one convicted drug user in presenting anti
drug programs to various youth groups and civic
organizations.
The plans for a new work camp were inspected
and found to be favorably impressive. We
recommend that the new facility be completed as
soon as practical since the present work camp is
badly over crowded.
(e) HOUSTON COUNTY HOSPITAL
AUTHORITY:
The operation of the Houston County Hospitals
were reviewed with Mr. L. A. McConnell, Sr.
Chairman of the Houston County Hospital
Authority and Mr. Myron McDonald, Hospital
Administrator. The report on Examination of the
Perry and Warner Robins Hospitals was reviewed
and records were found to be in good order.
Emergency room service was reviewed and found
to be satisfactory.
The hospitals were found to be operated in a
most efficient and businesslike manner. Mr.
McConnell and Mr. McDonald are commended for
the fine manner in which they are discharging
their responsibilities.

We recommend to the Judge of the Superior
Court of Houston County the appointment of the
following Notary Publics and Ex-Officio Justices
of the Peace for a period of four (4) years to fill the
existing vacancies.

The Grand Jury made themselves available to
the elected county officers and chairmen of
County Commissions, Boards, Authorities, or
Specially designated groups on June 20, 1972 so
that they could present anything that should be
brought to the attention of the Grand Jury. The
following persons appeared before the Grand Jury
to discuss the operations of their offices:
(a) Justice of the Peace Marty Moriarty
(b) Clerk of the Superior Court Tommie Hunt
(c) Tax Commissioner Joyce Griffin
(d) Ordinary Clint Watson
(e) Justice of the Peace Alton Rainey
(f) Judge of Superior Court, Willis B. Hunt Jr.
6.
We recommend that the succeeding Grand Jury
appoint a committee to study the feasibility of
recommending the establishment of an Election
Board to conduct voter registration and elections.
If it is deemed feasible, a special presentment
should be made requesting the Houston County
Legislators to introduce legislation to establish an
Election Board in the 1973 term of the General
Assembly.

We recommend that the Houston County
Commissioners insure that the County Courthouse
be kept locked except during business hours.
8.
We recommend that adequate planning be
initiated to provide for proper facilities for the
county offices in the Houston County Courthouse
and the State Court of Houston County in Warner
Robins.
9.
The Grand Jury has great concern for the high
incidence of drug abuse in the county and urges
continued and increased effort by all law en
forcement agencies and officials in the county to
eliminate the source of supply and the illegal use
of drugs.
10.
The Grand Jury endorses the organization of a
Houston County Grand Jurors association to
promote effective legislation and law en
forcement, to providfe education and information
on the responsibilities and functioning of the
Grand Jury and to provide continuity of the
operations of succeeding Grand Juries. It is noted
that there are laws presently in existence con
cerning the responsibilities and duties of the
Grand Jury that are out-dated that need revising
or repeal.

We highly commend Judge Willis B. Hunt, Jr.
for his service and assistance to the Grand Jury.
12.
We highly commend District Attorney Avon
Buice and his staff for their expeditious and
courteous action in support of the Grand Jury.
13.
We highly commend Bailiff Alton Rainey for his
cooperation and assistance to the Grand Jury.
14.
We recommend that these presentments be
published in the Houston Home Journal and the
Warner Robins Daily Sun at the rate provided by
law.

of the June Term, 1972, Grand Jury of said Court

Clerk of said Court in the manner prescribed by
law.
It is further ordered that the said Presentments
be published in the official gazette of said County
as recommended therein, and in the Warner
Robins Sun, the reasonable charges for such
publications to be paid out of the County Treasury
as other expenses are paid.
