When 1 took office in
1971, the widespread sale and
usage of illegal drugs was
becoming apparent to all
Georgians. It was shocking to
us to discover the extent of
the availability cf these
drugs: young people all over
the state, of every economic
and educational level and
every geographical region,
were susceptible to the
pressures of the drug pusher.
Yet these drug pushers
proved to be the most elusive
of all criminals to the law
enforcement officers. Any
law enforcement officer who
tried to quietly move into the
drug community to identify
the pushers was immediately
s suspect simply because of his
age, and therefore ineffective.
1 was extremely alarmed
by this situation, not only
because it threatened the
: health and futures of our
young people, but because it
introduced into our state a
mechanism through which
organized crime could easily
infiltrate.
In 1973 the General
Assembly passed legislation
authorizing the employment
of underage (18 to 21 year
olds) GBI agents in the
Undercover Narcotics
Program. I would like to
report to you today on the
progress of our war on drugs
since that time.

In the last three months
alone, GBI investigations have
resulted in:
-seizure of almost k
quarter of a million dollars
worth of cocaine and
significant quantities of other
drugs in the Atlanta area:
- arrest of 14 individuals
highly placed in the
distribution network and the
seizure of 127 pounds of
marijuana and pills in the
college town of Statesboro:
- the issuance of 55
warrants for the possession
and/or sale of drugs in the
Macon area and the
confiscation of significant
quantities of hard drugs.
The significance of these
and other successful
investigations is that the
seizure of such large
quantities of drugs is the best
indication that we are getting
to the “big shots” in the drug
racket. We are past the point
in Georgia of catching only
the street vendor.
The chief reason for this
amazingly successful record is
the coordinated effort of all
levels of law enforcement:
the GBI, the Federal Drug
Enforcement Administration
and local law enforcement. In
addition, the allocation of
manpower and resources to
the war on drugs has
significantly increased at the
local level. And the youthful
contract agents, which 1
described earlier, have been
of two-fold value: first, they
provided a means to get
inside the drug distribution
network from the bottom to
furnish badly needed
undercover assistance to
government, and secondly,
this program freed our highly
trained and professionalized
State Narcotics Squad to
concentrate on the top level

PLAQUE: A WORD
TO REMEMBER
Learning new words is a
good ambition if not
overdone. Rut be careful:
increase your vocabulary too
much too soon and your
friends will wonder just who
the heck you think you are.
Hearing this in mind, here’s

I feel justified in being
proud of what the legislature
and I have been able to do
together in drug law
enforcement. But there are
still some problems that the
Georgia people need to be
informed about. Three
specific problems have arisen
as a direct result of the
success of this program:
- our agents are becoming
tied up in court on arrests
already: and, of course, the
more cases an agents makes,
the more time he or she will
have to spend in court instead
of out making new cases.
Therefore we are building up
a tremendous backlog of
requests, leading to
understandable frustration at
the local level.
- the reputation of these
fine young men and women
has soared so high that their
performance could not
possibly live up completely to
local expectation.
- our agents, in some cases,
have arrested the “wrong
people,” people from the
socially prominent,
economically powerful and
politically influential families
of the local community and
received in return cries of
outrage and shock.
These are problems of a
young, successful program
which must be ironed out. We
are working to solve our
manpower problems. Under a
newly initiated self-help
program for local police and
sheriffs’ departments, the
GBI will provide basic and
on-the-job training in drug
investigation work for local
officers. I look forward to a
greater response to this
p rogram by local
governments than has thus far
been shown, for it will not
only improve the capabilities
of the local agencies, but will
also enable us to swap
officers between various
communities when
undercover work requires a
“new face.”
We have also successfully
negotiated working
agreements with some other
states in the southeast to
permit swapping of agents
across state lines.

one word today which may
be new to you. The word is
“plaque,” and before you say
you already know that word,
we’re not talking about the
kind of plaque you hang on
the wall. That type’s okay -
it’s decorative and harmless.
But there’s another kind of
plaque which is neither. In
fact plaque is now recognized
as a menace which causes
more problems with people’s
mouths than anything else in ,
the world.
What’s plaque? It’s an
almost invisible accumulation
of bacteria which forms on
teeth in a continual process
every day. It’s a sticky
substance which adheres to
teeth tenaciously. Leave
plaque on your teeth and
you’re asking for trouble -
not only cavities, but also
gum infection. Plaque is bad
news for youngsters and
adults alike.
How do you prevent
plaque from doing its dirty
business? You remove it once
every 24 hours. That’s almost
a guarantee you’ll have a
healthy mouth. Os course to
remove it does take a
deliberate effort. But it isn’t
all that complicated once you
master the habit. Part of the
habit you may already have
acquired -• that of brushing j
thoroughly. But do you also -
use dental floss between the
teeth? That’s extremely
important, since a brush can’t
get to the crevices nor can a
brush do a satisfactory
cleaning job at the gum line.
Incidentally, if you think ,
you already do a good job of
cleaning teeth, you may get a
wide awakening by picking
up a package of disclosing
tablets from the drugstore.
Brush your teeth and then
chew one of these tablets
according to instructions. It’ll
spread a reddish dye on areas
where the plaque has not
been removed. This reveals
the effectiveness of your
brushing, then you can alter
your cleaning technique to
get the red off completely.
Brushing after every meal
is still a good idea, but if you
make an evening or morning
habit of using tablet, brush
and floss as directed by your
dentist, you’ll be on the way
to healthy teeth and gums.
And now you not only know
about plaque, you know how
to cope with it. (PRN)
