For your information, we
quote the President’s
statement on his proclamation
ending the Vietnam War. The
term Vietnam Era for the
purpose of title 38, United
States Code, is the period
commencing August 5, 1964,
and ending May 7, 1975. In
general, the benefits affected
are burial and funeral ex
penses, plot allowance, death
and disability pension.
THE WHITE HOUSE
STATEMENT BY THE
PRESIDENT
“Two years have passed
since the last American troops
left Vietnam. Shortly after our
withdrawal, draft inductions
were terminated. We
an All-Volunteer
Armed Force with the highest
pay in history. For the first
time, the Nations’ youth could
look to the military for jobs
fully competitive with civilian
job alternatives.
"America is no longer at
war. But peacetime military
volunteers have remained
fully eligible for all the
wartime veteran benefits
designed to reward those who
entered service during the
period of actual hostilities in
Vietnam.
“The time has now come to
terminate wartime benefits
i which apply to the new
peacetime volunteers. This is
[ consistent with action taken
I vby earlier Presidents in en
ding wartime veterans
benefits after World War II
and the Korean Conflict.
“Today, therefore, I have
issued a Proclamation ter
| minating on May 7, 1975, the
eligibility period for those
Vietnam war benefits that the
President is empowered by
4; law to end. At the same time, I
am submitting appropriate
legislation to the Congress
requesting the termination of
the eligibility period for G.I.
Bill education and training
benefits - an action that is
' solely the prerogative of the
i Congress.
“These- actions primarily
future peacetime
volunteers who are neither
disabled nor die in service. I
want to emphasize that the
termination actions will in no
manner impair the eligibility
for full wartime benefits of the
more than 7 million Vietnam
era veterans already
discharged, or those presently
serving in our Armed Forces.
“Future veterans disabled
in service will continue to
receive Veterans Ad
ministration compensation
and other service-connected
benefits on an absolute par
with present wartime
benefits. Families of those
who die in service will receive
the san.e service-connected
benefits available to families
**f veterans of wartime ser
vice.
“The period between the
cessation of hostilities and the
termination of eligibility for
wartime veterans’ benefits
has already extended longer
I in the case of Vietnam than for
I any prior war. For virtually
all of our World War 1 military
personnel, the benefit
eligibility period ended with
I the November 11, 1918, Ar
■ mistice. For World War II
I veterans, eligibility was
I terminated on most benefits
; December 31, 1946, some 16
: months after the surrender of
: Japan. A Proclamation by
I President Eisenhower
I established a January 31,1955,
I termination date for most of
M the Korean Conflict benefits.
• The Proclamation followed
•1 the signing of the Korean
*| Armistice by 18 months.

Efforts are being made to
end the G.I. Bill. Many
veterans organizations are in
favor of keeping the Bill going.
If you are in favor of keeping it
write your congressman.
Keeping the Educational
Assistance Bill going is good
for the military - good for the
man and good for the country.
Any questions concerning
the above will be answered
through this column or by
visiting the State Department
Veterans Service Office in
Warner Robins City Hall,
Room 213, or on Wednesday in
Perry, City Hall Courtroom.
Robins AFB Praised For
Southeast Asia Support
The Personnel of the
Warner Robins Air Logistics
Center played an important
role in insuring the swift
accomplishment of the
evacuation of American
personnel from Indo-China.
For this prompt support, the
Warner Robins ALC and its
parent command, the Air
Force Logistics Command,
received praise for their work
from General Louis L. Wilson.
Jr, commander of the Pacific
Air Forces at Hickam AFB,
Hawaii,
It was General Wilson’s
forces that were responsible
for the Air Force role in the
evacuation.
The Warner Robins ALC
insured that all H-53
helicopters used in the
operation were in top
operational capability in
preparation for the airlift and
rescue missions

Because of this timely and
swift response, Gen. Wilson
praised the AFLC support in
the mission in a letter to Gen.
William V. Mcßride, AFLC
commander.
"The Air Force logistics
Command was on top of all of
our needs and your logistics
support was 100 percent. The
U.S. Armed Forces did a
remarkable job in ac
complishing this most difficult
task and the personnel of your
command can lake pride in
the pari Ihey played."
Gen. Mcßride sent the
following message to Maj.
Gen. Ralph T. Holland.
“Please add my ap
preciation to that...from Gen.
Wilson praising AFLC in
general and Warner Robins in
particular for its outstanding
support in the HH-CHS3
operation. That we pulled it
off so well typifies the entire
Department of Defense
response to the Southeast Asia.
“What we were asked to do,
we did extremely well. The
people at Warner Robins
should identify with the suc
cess of the evacuation and the
many lives it assuredly
saved.”
