You Could Be Eligible For
' Food Stamps; But Must Apply

vestigating the food stamp
program in Perry and
Houston County. This
article explains the
philosophy behind the
program, and how it is
administered.)
What is the food stamp
program? What is its
purpose? How can It be
operated more effectively?
What inequities are
present? Those and other
questions are common
these days as
Congressional inquiries
are being made about the
program.
Discussions with Rev.
Dave Schomer (Food
Stamp outreach chair
man), Emory Fullington
f (.Warner Robins food
Stamp supervisor), and
Agnes Hardy (Perry food
stamp supervisor), reveal
that much of commonly
thought ideas about food
stamps are either in error
or at best grossly
exaggerated.
Schomer says, "The

Food Stamp program is
designed by Congress and
implemented by the U.S.
Department of Agriculture
(USDA). It is intended to
improve the diet of low
income families by using
coupons which expand the
purchasing power of the
food stamp recipient. In
Georgia the program is
administered by the state
Department of Human
Resources (DHR), of
which the Department of
Family and Children's
Services (DFCS) is one
wing."
He adds, "Anyone in
terested in participating in
the food stamp program
may come to either office
of the Houston DFCS,
either at 1546 Watson
Boulevard in Warner
Robins or at 1210
Washington Street in
Perry, any Monday
through Friday between
8:00 A.M, and 4:00 P.M. A
worker will be happy to
further discuss the
program with you."
Persons who are cer
tified tor food stamps, for
Instance, beginning in
October, cannot deduct
expenses for prior months.
Only expenses met during
the period of certification
can be deducted.
One facet of food stamps
of which most people are
not aware is that ALL
members of a food stamp
family between the ages of
18 and 65 MUST register
for work if unemployed.
The only exceptions are
those persons physically
unable to work, or those
caring for invalids within
the household.
Registration is made with
♦he Georgia Department of
Labor.
To be sure, there is and
probably always will be
cases of people fraudently
obtaining food stamps, just
as in all phases of life some
obtain things by fraud. The
major reason fraud can
exist is that a background
investigation misses
something which would
render an applicant
ineligible.
But obtaining food
stamps by fraud can be
very expensive, both in
times of fines and possible
imprisonment. In addition,
any stamps obtained
fraudently must be repaid.
One surprising feature of
the program is that the
person found guilty of
fraud CAN continue to
draw food stamps IF a
"systematic restitution" of
fraudently obtained

obtained in the county of a
person's residence. But
they can then be used
anywhere In the country.
For instance, a person
could get stamps in
Houston County, and then
use them anywhere-
Pulaski County, Florida,
or anywhere else.

used to purchase any food
or food product for human
consumption. Non-food
items, such as cigarettes,
pet food, soap,
ALCOHOLIC beverages,
and paper goods, cannot be
purchased with food
stamps. Coupons can
never be exchanged for
cash.

Stores can be placed on
probation or be penalized
for allowing food stamp
recipients to purchase
anything other than foods
with stamps. (And some
stores In Houston County
have been penalized in the
last 24 months.)
In addition to the
prohibition against buying
no-foods, the stamps
CANNOT be used to
purchase food which
originated In another
country- such as imported
hams. Persons are not
allowed to sell, give away,
or pay old food bills with
food stamps.
Food stamp recipients
cannot receive change In
cash. If, for instance, a
purchase totals $49.73, and
$50.00 in food stamps Is
presented, the grocer
cannot give back 27 cents
in change. Instead a
voucher for 27 cents can be

issued. If a person does not
want a voucher or "due
bill" he can pay the dif
ference In cash.
Mrs. Hardy says many
people are disg. untied
when they see food stamps
being used to purchase soft
drinks or candy. But she
adds, "They are con
sidered as food too. And
who is to deny a person a
soft drink or a bar of
candy? All of us buy that
type of thing."
One very important
facet of the food stamp
program is that it is
NOTICE
In conformance with Georgia law (Code Section 68-619)
which allows bus passenger carriers to discontinue
service without approval from the Georgia Public Service
Commission by giving 30 days’ notice to the public of
their intention to discontinue service, notice is hereby
given that effective as of 11:59 P.M., November 15,1975,
Southern Transit, Inc., a common carrier of passengers
under Class "A" Certificate of Public Convenience and
Necessity No. 1678 issued by the Georgia Public Service
Commission authorizing the transportation of
passengers and light express, will discontinue its entire
service between Macon and Warner Robins, Georgia, via
U. S. Highway 41 (Stale Highway 11), and State Highway
No. 247, with alternate route over New Federal Access
Road (East Side Highway), and with an alternate route
from the junction of Stale Highway 247 and Davis Drive to
Warner Robins, Georgia, via Davis Drive and Watson
Boulevard; and also alternate route over Seven Bridges
on U. S. Highway 41 to Macon, via Pio Nona Avenue or
By-Pass, Montpelier Avenue and College Street and from
junction of Slate Route 247 over the Old Hawkinsville
Road to Cochran Field and, thereupon, said certificate
shall be surrendered to the Georgia Public Service Com
mission for cancellation.

dards for taking part are
the same for everyone
without regard to race,
color, religious creed,
national origin, sex, or
political beliefs.
Persons who should
definitely consider ap
plying for food stamps are
those who; work for low
wages; are employed part
time, are unemployed; are
on welfare; receive only
Social Security or other
pensions; or cook their
food at home.
