Farmers Home Administration,

Agriculture, dated March 4, 1975,
recorded in the office of the Clerk
of the Superior Court of Houston
County, Georgia, in Deed Book
452, Page 42;
The entire indebtedness
secured by the said Deed to
Secure Debt having been declared
due and payable as therein
provided, the undersigned, the
United States of America, acting
through its authorized
representative, under and in
compliance with the power of sale

The city of Perry has prepared an
environmental review record
respecting the above described
project for which the release of
funds is being sought. The en
vironmental review record is
available at Perry City Hall
between the hours of 8:00A.M. and
5:00 P.M., Monday through
Friday where the same may be
examined by the public and copies
thereof obtained.
The applicant requesting release
funds (or the above described
project is the city of Perry,
P.O.Drawer A, Perry, Ga., 31069.
The applicant's chief executive
officer is James O. McKinley,

The city of Perry will undertake
the project described above with
Block Grant funds from the U.S.
Department of Housing and
Urban Development (HUD),
under Title I of the Housing and
Community Development Act of
1974 The city of Perry is cer
tifying to HUD that the city of
Perry and James O.McKinley, in
his official capacity as Mayor,
consent to accept the jurisdiction
of the Federal Courts it an action
is brought to enforce respon
sibilities in relation to en
vironmental reviews, decision
making, and action; and that
these responsibilities have been
satisfied. The legal effect of the
certification is that upon its ap
proval, the city of Perry may use
the Block Grant funds, and HUD
will have satisfied its respon
sibilities under the National
Environmental Policy Act of 1969.
HUD will accept an objection to
its approval of the release of funds
and acceptance of the cer
tification only if it is on one of the
following bases: (a) that the
certification was not in fact
executed by the chief executive
officer of the applicant; or (b)
that applicant's environmental
review record for the project
indicates omission of a rquired
decision, finding, or step ap
plicable to the project in the en
vironmental review process.
Objections must be prepared and
submitted in accordance with the
required procedure (24 CFR Part
58) and may be addressed to HUD
Area Office at 230 Peachtree
Street, N.W., Atlanta, Georgia
30303. Objections to the release of
funds on bases other than those
stated above will not be con
sidered by HUD. No objection
received after May 7, 1976 will be
considered by HUD.
