Georgia Flag Rich In
* Historical Significance
Georgia's present State
Flag was designed by John
Sammons Bell, then an
Atlanta attorney and
Georgia State Democratic
Party Chairman. (He is
now the Chief Judge, Court
of Appeals of Georgia.)
The bill enacting it into law
was drafted by Judge Bell
f and was vigorously
sponsored by Senator
Willis Neal Harden of
Commerce and Senator
Jefferson Lee Davis of
Cartersville, now Judge of
Superior Court, Cherokee
Circuit. When the bill was
passed by the General
Assembly, it was promptly
signed into law by
Governor Marvin Griffin,
on February 13, 1956, to
become effective on July 1,
1956.
The thought of all of
gentlemen was to
create a living memorial to
the Contederacy and at the
same time to give to
Georgia a distinctive and
historically significant
flag.
The flag prominently
displays the Battle Flag of
the Confederacy. Certainly
Georgia as a State is rich
in Confederate lore.
Embracing the beloved
Battle Flag of the Con
federacy within our own
State emblem, portrays in
ujart the unbounded love,
"admiration, and respect
which we of today have for
them of yesterday. Thus in
an active and lawful flag,
truly a living memorial to
the Confederacy takes
.place.
In addition to the
memorial, the flag has
much other significance in
respect to State and
Country. The Georgia
State Seal with its tenets of
Wisdom, Justice, and

Moderation is preserved
upon a field of blue. The
flag contains the national
colors of red, white and
blue. Thus in one flag- a
distinctive and beautiful
flag Georgians can show
their respect for our State
and Nation, and that we
cherish all of our
traditions-Colonial, early
Statehood, Confederate
and our place as a present
day member of the Union.
Our State Flag is a
symbol of Georgia history,
of which we are so proud.
We are proud of her ideals,
her aspirations, her
possibilities and ac
complishments in
agriculture, science and
literature, her religion,
commerce and industry
and her potentialities are
ever widening.
It is your flag and mine,
with its symbols of
Georgia's Government and
Constitution, with her
three departments of
government- Legislative,
Judicial, and Executive,
with her motto Wisdom,
Justice, and Moderation
emblazoned upon the three
pillars of Georgia's Coat of
Arms. This is our beloved
flag. The heart of every
true Georgian thrills at the
sight of her as she floats in
the air above our dear
State, so grand in her
every fold.
Now Has Three Offices
First National Bank Has
Served Houston Since 1964
The growth of the First
National Bank of Houston
County has been steady
and substantial since its
opening on August 20, 1964
with $300,000 in capital
The blue of our flag
stands for reverence to
God, loyalty, sincerity and
justice; the white stands
for purity; and red for
valor and sacrifice. Its
spirit is the spirit of
Georgia people; its history
one of courage and
herosim. May we so live as
to make its blue a little
bluer; its white a little
purer; and its red be
stock and surplus paid by
200 local people.
The bank's total
resources on Dec. 31, 1975
were $17,092,374.46 in
cluding deposits of
forever sacred because of
the sacrifice of our boys
and girls, our men and
women.
Our flag is to be flown on
special holidays, on the
school grounds, and on all
occasions fitting for this
flag of honor. If flown with
the U.S flag, then just
below. The Georgia pledge
is also to follow the U.S.
pledge.
The Georgia Flag Oath
was written by Mrs. A.H.
Strickland and the
tollowino resolutions
adopted: -
"Whereas, it is a part of
the duty of every patriotic
citizen to pledge allegiance
to the Flag of Georgia,
and
"Whereas, said State
Flag, along with our
National Flag, should be
displayed on all holidays
and in all public schools
and civic gatherings.
"Now be it resolved, by
the House, with the Senate
concurring that the
following be adopted as the
Pledge of Allegiance to the
State Flag:
"I pledge allegiance to
the Georgia Flag and to the
principles for which it
stands, Wisdom, Justice
and Moderation.
"Be it further resolved
that said flag be displayed
at appropriate occasions,
in public schools of this
State and in all patriotic
meetings, and the citizens
of our State he requested to
take the above allegiance
to said flag."

adopted 3 28 1935.

1965, the bank's assets
were $1,523,916.86. These
figures indicate the
remarkable growth of this
institution.

$14,382,041.72; 1975-
$17,092,374.46.
The First National Bank
of Perry, as it was first
designated, opened a
Warner Robins office for
business on December 4,
1972 and changed its name
to First National Bank of
Houston County. The
Centerville office opened
tor business in a mobile
unit on March 15, 1974 and
moved into its permanent
building on January 10,
1975.
The officers as of May 1,
1976 are as follows: James
B Stubbs, president; R.
Gary Bishop, vice
president; E. Carter
Smith, Jr., assistant vice
president; and James F.
Gregory, cashier.
At the Warner Robins
office they are Steve
Garrard, vice-president;
Eddie P. Carter, assistant
cashier; and Peggy Davis,
assistant cashier. At the
Centerville office, George
E. Slappey, Jr. is assistant
vice president.
The directors of the First
National Bank are J.M.
Tolleson, Jr., chairman of
the board; Dr. HE.
Weems, Jr.; Hugh L.
Beatty, Dan C. Nelson,
Eric P. Staples, Jerry A.
Davis, Jr.; James Stubbs,
Emmet Akin, all of Perry;
Philip Grossman of
Warner Robins; Sherrill
Stafford of Centerville.
There is a total of thirty
seven employees including
eight officers of the bank.
The First National Bank
of Houston County is a
member of the Federal
Deposit Insurance Cor
poration and of the Federal
Reserve System. The
Perry Bank moved into its
new, modern building at
the corner of Washington
Ave. and Northside Drive
in 1967.
President Jim Stubbs
expressed gratification
over the steady growth of
the bank and appreciation
tor the confidence placed
in the institution by the
people of Houston County.

17th AMENDMENT
The Seventeenth
Amendment to the U.S.
Constitution was ratified
by the necessary number
of states on April 8, 1913. It
transferred the power of
electing senators from the
state legislatures to the
people at the polls.
BILLOF RIGHTS
The Bill of Rights, the
first ten amendments to
the constitution, became
effective on November 3,
1791 when it had been
ratified by three fourths of
the states
FIRST DEED 1822
The first deed was
recorded in Houston
County June 15, 1822;
Soloman Braswell con
veyed to Shadrick Dennard
on December 13, 1821,
202' 2 acres of land for the
price of SIOO.
FIRST CHIEF JUSTICE
The first Chief Justice of
the Georgia Supreme
Ccurt was Joseph Henry
Lumpkin of Oglethorpe
County. The other two
Justices were Hiram
Warner and Eugenius
Nisbet. The first meeting
of the Court was at
Talbotton January 26, 1846,
according to a bronze
plaque that marks the site
on the west side of she
Court House square there.
EVENTFUL YEAR
1913 was an eventful
year in the United States.
The Federal Reserve Bank
was established by law.
The 16th amendment of the
US. Constitution
authorizing income taxes
was ratified. The 17th
Amendment providing for
the election of U.S.
Senators by popular vote
was ratified also in 1913.
