recreation director) needs
to talk to someone!"
Stafford appeared before
the five man board of
commissioners to request
further consideration of
recreation changes
suggested by the north
Houston County city, that
Cool To Proposal—
were rejected by the board
several weeks ago. He
expressed disappointment
in the commissioners'
answer, which refused to
alter policies set up last
year.
Tuesday of last week
Mayor Stafford suggested,
"Either I didn't un
derstand your answer (of
weeks ago), or we're
(Centerville) in worse
shape to begin with."
Centerville had proposed
that the county assume the
salary of a part-time
employee to look after
Centerville recreation
park. In past years the city
paid the employee's
wages, but Stafford's
proposal suggested tne
county pay the salary, with
Centerville funding about
$1,200 to the county. In
their answer several
weeks ago, the com
missioners suggested
continuing as before.
The Centerville Mayor
said last Tuesday the
reason for wanting the
employee paid by the
county was to prevent Doth
the city of Centerville and
the county having
responsibility and
authority for the em
ployee's actions.
Last week Stafford
asked the commissioners
to reconsider their answer.
He stated, "I need to get
out of the recreation
business- the day to day
affairs." Last year
Stalnaker usually called
Stafford if problems arose
at the Centerville facility.
(The county also operates
Ted Wright Memorial
Park on Moody Road just
south of Warner Robins.)
Another proposal that
caused considerable
discussion was Centerville
wanting the formation of a
county recreation advisory
board. Several weeks ago,
and again last week, the
board generally did not
appear overly enthusiastic
about the idea.
In explaining the idea of
the county recreation
advisory board, Stafford
suggested no more than six
persons: two appointed by
Perry, two by Centerville,
and two by the com
mission. He noted that
many other areas
governed by the com
missioners have boards,
such as the library and
planning and zoning.
He added, "You (the
commissioners) never get
involved in the daily
routine of the hospitals,
libraries, or election
board. And I don't think
everyone should call me or
Tommy with their
problems."
Commission Chairman
Dr. V.W. McEver, Jr. said
he believed the major
problem in recreation "has
been communications. It is
the board's feeling to
continue as we were."
Mayor Stafford admitted
that he and Tommy
Stalnaker disagreed on
"some things, but he still
runs a good program. He
has had problems In the
past, dealing with
politicians." The board
disputed that Stalnaker
has had problems with
politicians.
Stalnaker, who was
present at the meeting,
said the $1,200 suggested to
be paid by Centerville to
the county would indeed
pay for a part-time em
ployee, "and minor
things" such as ballpark
lightbulbs. But he asked
Stafford what would
happen if a major break
down cost more than the
$1,200. He suggested in
stead that Centerville keep
its money, and the county
bill Centerville for upkeep.
"Otherwise, people would
accuse us of not spending
their money in Cen
terville."
As the many faceted
meeting continued,

SCHOOL SUPERINTENDENT - AUG. 10 1
Dear Voters:
I want to be elected your
school superintendent on
August 10.
I am well qualified to
hold the position. I am the
only qualified man my
opponent has faced since
taking office.
I believe I can do a better
job for you than the
present superintendent.
I want to improve both
the school programs and
the school plants. I want to
see all teachers teaching in
field. I want to see art,
music, and P.E. in all the
schools. I want to see
clean, comfortable, and
well-kept buildings.
1 want to provide
teachers with adequate
materials and see that they
get better pay.
I want to see the at
mosphere in the system
change to one that is warm
and friendly toward
parents and where
teachers can work without
undue pressure.
I believe parents should
be given more input into
the schools.
My opponent is getting
desperate. He has resorted
to spreading all sorts of
rumors and lies. One Is
that I plan to bus students
from one end of the county
to the other. I hope the
voters consider carefully
the source of this smut.
Al Jones has endorsed
me. He ran my opponent a
good race four years ago.
Herewith is a copy of his
statement along with
copies of letters com

performances, so that you

discussion returned to the
recreation board idea.
Alton Tucker said he felt
an advisory board would
give Stalnaker "more
problems than he has
already". But Stafford
reacted, "People have to
feel they can have some
input Into a system. Right
now they don't feel they
have It."
Asked his opinion,
Stalnaker said he was not
sold on the Idea, but had
not rejected it either. He
did add, "In many cases
boards try to run the
program, and create
problems."
McEver and Com
missioner Charles Carter
said they would not be
opposed to an advisory
board if it was confined to
advice, and did not at
tempt to run the program.
Frank Rozar added, "I'd
personally be willing to
have a board on a trial
basis. I do see com
plications. But If it didn't
work, dissolve it."
As he closed, Mayor
Stafford grew more
adamant, and stated,
"Tommy needs to talk to
someone in Centerville! A
ability. Remember also,
that my opponent gave me
seven contracts as prin
cipal of Centerville School.
I hold six letters from him
commending me for a job
well done.
People all over this
county have told me they
are ready for a change In
this office. I believe them.
1 need your help to make it
happen.
Sincerely,
M.E. BAILEY

On August 10, 1976, we
the voters of Houston
County will go to the polls
to choose a person to guide
and direct our children's
education for the next four
years. The person chosen
for this job must be one
who possessses the
academic credentials,
experience, knowledge and
above all compassion and
understanding of people. I
believe this person is Mr.
M.E. Bailey.
Mr. Bailey has over 24
years experience in the
educational field as a
teacher, coach and ad
ministrator. This alone
more than qualifies him
for the position. In addition
I have found him to be a
man with deep feelings for
teachers, parents and
students and their
problems. He Is a man who
wilt listen and then act
with both compassion and
determination.
Fellow citizens of
Houston County, I urge you
to join with me in voting
for and electing Mr. M.E.
