Bad Debts Continue To Mount
County Faces Indigent Care
Problems With Hospital
The Houston County
commissioners each
month will be reminded
of the staggering amount
of indigent care incurred
at the two Houston
hospitals, as a result of a
suggestion by a member
of the county Hospital
Authority last Wed
nesday night. The county
commissioners for the
fiscal year July 1977-June
1978 appropriated a total
of $96,000 to the hospital
complex tor caring for
Indigent patients, but
hospital complex officials
are certain the actual
costs will far exceed the
amount allocated.

September 1977 have
totaled $110,731 in a span
of but seven months. The
$96,000 yearly ap
propriation if divided Into
monthly increments
would mean SB,OOO a
month allocated to the
hospital complex.
Prior to July 1977 the
hospita I complex
received but $60,000 a
year or $5,000 a month.
From March 1977 through
June 1977 a total of $20,000
was paid to the hospitals
by the the com
missioners. From July
1977 through September
1977 another $24,000 has
arrived, totaling $44,000
for the seven months.
So far this hospital
fiscal year the excess of
indigent care costs over
actual contribution by the
commissioners has
reached $66,731! The
complex projected in
March that indigent care
costs would approach
$200,000 for their current
fiscal year, and so far
their projection Is on
target.
Indigent care Is the
term used for hospital
bills incurred by persons
who simply cannot afford
to make payment. Since
they are Hill-Burton
hospitals (built partially
with federal funds) both
county medical facilities

Bad Debt Losses

These are bills incurred
by persons who could
afford to pay but never
settle their accounts.
Jones told the Hospital
Authority that through
the seven months
discussed, bad dent
figures have amounted to
$383,591!
For the month of
September 1977, bad
debts totaled $53,445 in
Women Play
Big Role At
Robins AFB
Women's roles are
rapidly expanding at
Robins AFB.
Evidence of this is
borne out through women
participating in the ap
prentice program in the
Directorate of Main
tenance at the Warner
Robins Air Logistics
Center.
In Maintenance, more
than a third-94 out of 230-
-of the personnel involved
in the five apprentice
programs are women.
A breakdown of the five
programs at the Warner
Robins Air Logistics
Center shows the
following;
In the aircraft
mechanic course, 20 of 64
are women.
In the electronics
mechanics course, 39 of
65 are female.
In the machinist
course, eight of 34 are
women.
In the sheetmetal
mechanic (aircraft)
course, 17 of 30 are
women.
In the specialized
program, 10of 36 enrolled
as instrument workers in
the gyro apprentice
program are women.
The regular apprentice
program is designed to
develop highly skilled,
Air Force oriented
journeymen and to
provide a potential
source of key employees
and supervisors.
The three-year, for
malized training
program consists of six
six-month periods of
classroom and on-the-job
training and work ex
the two hospitals and that
amount was turned over
to the complex's in-house
collection agency for
recovery. Jones added
that so far this year the
in-house collection
agency has been
collecting around eleven
(11) percent of its bills.
After the in-house
agency exhausts Its
patience, the bad debts
are turned over to the
Credit Bureau of Houston
County, which uses stiffer
tactics. It collects an
average of nine(9)
percent of bills it receives
from the complex.

The specialized ap
prentice program seeks
to develop personnel for
assignment to certain
specialized journeymen
level positions. It helps
inexperienced employees
acquire knowledge and
skills required for
specialized positions. It is
a two-year formalized
training program, con
sisting or four six-month
periods.
During each six-month
period, apprentices must
successfully complete at
least 920 hours and
average 70 or above in
which classroom and on
the-job training in order
to advance to the next six
month period.
The program is ad
ministered at Robins by
the Civilian Personnel
Branch.

On Saturday, October
15, representatives of Cub
Scout Packs 216 and 417
of Perry went to Camp
Ben Hawkins for the
Central Georgia Council
Physical Fitness Com
petition Championship.
Pack 417 represented by
Trevor McGhee, Eddie
Askew and Reginald
Davis came in first place
and Pack 216 represented
by Todd Ellis, Ricky Hill
and Jeff Hill placed 3rd.
