First CART Program
Was A Great Success
Dear Bobby;
Mitchell Korn, first
CART Artist to come to
Perry, won the ad
miration and respect of
all of us. His affable
manner and cordiality
warmed the hearts of
those who attended in
formances (informal
informative per
formances) and the final
performance.
It was explained by
Mitchell that affiliate
artists choose their talent
from those qualifying as
a wholesome, outgoing,
diplomatic sort as well as
the talent of the in
dividual - rare com
binations in the art world.
We were delighted by
him. Those involved in
bringing the program to
culmination this past
week should be com
mended for their
diligence in giving our
first CART Artist the
“Red Carpet” all the
way.
Enthusiasm for the
Arts Committee’s first
endeavor was over
whelming. It all began
when Jackie Cooper, Bob
Richardson, President of
the Perry Chamber of
Commerce and Bob
Brewer attended a
function in Macon that
explained what the CART
program was and what
communities would be
candidates for the CART
Program. Perry was
honored to be selected a
few weeks later and I say
selected because when
funding is provided, the
community is chosen. We
do not do the choosing.
The resident director was
chosen by the Chamber of
Commerce and sent to
Atlanta for a three day
seminar to be educated in
the process of conducting
a CART Week.
Then came the task of
involvement among the
Perry people at a time
when everyone was at
their busiest -- Christmas
season. But everyone
joined together to show
that Perry can get the job
done.
Mayo Thanks People
On Behalf Os City
Dear Bobby:
I would like to take this
opportunity to express
my deepest appreciation
to all the people who
helped make the pre-
Christmas activities in
Perry, the parade and the
Old-Fashioned Christmas
at the Crossroads
celebration, such a
wonderful success. The
cooperation I received
from everyone was just
great.
I wish I could thank
each one individually, but
time and space will not
permit it. However, there
are some that do deserve
special credit for their
efforts.
First of all I want to
thank the Houston Home
Journal for the excellent
publicity and coverage of
the festivities. Thanks to
Lewis Meeks and Draper
Watson for their help and
advice, to Susan Huguley
for giving her time and
talents in conducting
most of the correspon
dence, to Lannie Coffman
and the Crossroads CB
Band for coordinating the
parade. Thanks to each
club and organization
that participated in the
parade as well as the
Perry High Band, Perry
Jr. High Band and the
AFJROTC units. Special
thanks to David Walsh
Chevrolet and Barney
Smith Ford for furnishing
automobiles for the
parade and to Charlie
Norman for bringing
Santa Claus to us. My
thanks to the Downtown
Promotion Council, the
Perry Re-Development
Authority and the Perry
Chamber of Commerce
Sally Stanley, Alter
nate director, and I
contacted many people
and formed the Arts
Committee of the Perry
Chamber of Commerce
with the aim in mind to
form an Arts Council
after the first CART
Week. Ann Conner, vice
president of the Cham
ber, helped out whenever
there was a void on a
committee or when help
was needed with an in
formance. Her aid was
immeasurable. Gloria
Ragland contacted the
Randy McQuaigs who
provided Mitchell with
ever so delightful “Room
and Board”. David Walsh
loaned Mitchell a brand
new beautiful car for
transportation and the
informances were very
carefully handled by the
following: Hank Banks -

Monday evening at Sally
Stanley’s dance and
gymnasium studio. Ann
Conner and Ken Hunter

at the Pabst Brewing Co.
Wednesday Paul Shelton
hosted Mitchell at Perry
High School.
Thursday was a busy
day with Dottie Kistler
hostessing at Westfield
and Janet Nunn and
Claire Beckham co
chairing the Ladies day
at Holiday Inn. Over 75
ladies enjoyed a luncheon
as well as Mitchell’s
informance. The per
formance was a
masterpiece with Coleyn
Connell and Peggy Jerles
co-chairing a well at
tended evening. The
stage’s decor was very
proffessional and in
extreme good taste.
Jackie Cooper was
Master of Ceremonies at
the performance and all
evening informances.
Pat Hutson was
chairman of a Bake Sale
and of course the means

Special thanks to the
Perry Fire Department,
the Public Works

cub scouts and girl scouts
for their help in
decorating the big tree on
the courthouse lawn and
to those clubs who
sponsored the decorating
of the "Special Trees.”

Draft, Energy, Metrics And VAT
Issues which the
presidential candidates
should be talking about...
-- Renewal of the draft
The nation can
struggle by, even if un
comfortably, without oil
from the Middle East.
But no nation -- much less
the one on which most of
the Free World depends
for its security - can
survive without a
dependable military
force.
The United States is in
danger of becoming a
second - class military
power, and even worse,
its army could become an
internal problem in case
of an uprising or a con
stitutional crisis.
Most people scoff at the
idea of an uprising in this
country which might
require the army to
resolve but the
frightening reality is that
organized mobs

U.S. policies during the
Gasoline Rationing
Is The Only Answer
Dear Sir;
Rationing or higher
taxes? Rationing by all
means. It is the only sure
way to cut oil con

said a while back that he
would have to punish the

Coroner Tells What
To Do In Death Case
Dear Editor:
During the period that I
have been Houston
County Coroner, it has
become increasingly
apparent to me that
many of the citizens of
Houston County simply
do not know what to do
when an unexpected
death occurs in their
family. The purpose of
this is to inform the
public of the correct
action to take in specific
situations.
Georgia law requires
that the Coroner be in
formed of any death
occurring in the State of
Georgia under the
following circumstances:
1. Violent or accidental
death of any kind.
2. Sudden or unex
pected death of any
apparently healthy
person (not in a hospital
see below)
3. Death of any person
not under the care of a
physician (see further
explanation below).
4. Death of any person
who is hospitalized in an
unconscious state who
dies within 24 hours after
being hospitalized
without regaining con
sciousness.
5. Any other death that
occurs under unusual or
suspect circumstances.
Branch Given Advice
On Picking The Winners
Dear Bobby:
Just to prove that I
read it every week, I
know that you are in 6th
Place in the Pigskin
Picks. I also know that
Ole Joel is first and a
very pretty young lady is
in 4th place. Joel was a
Marine for umpteen
years and in that time
past two decades and if
the police or the military
had been inclined to join
the mobs a civil war
could have evolved.
Iran is only the most
dramatic example in
recent times of a nation
with an apparently stable
and entrenched govern
ment which is thrown into
turmoil by a determined
civilian uprising which
manages to neutralize or
win the military forces to
its side.
The true strength and
safeguard of the U.S.
military forces in the past
was the fact that the
army was mainly made
up of “civilians,” not
professional soldiers. By
moving to the so-called
“volunteer army’’
concept the nation for
sook the safeguard of a
broadly-based army
which gathered its
members from all walks
of life and then sent them
back as “ready reser

state cars blowing my

Canadian Tourists. I
must drive 70 miles per
day to and from work and
$30.00 per week for

cannot stand an ad
ditional .50 cents per

I realize the impact on
states relying on the
Tourist Trade to survive

Further explanation for
item 3 and item 4 above,
is that the person dies
outside of a hospital,
without being previously
diagnosed by a medical
doctor as suffering from
a disease. If a person dies
at home or elsewhere,
outside of a hospital and
has been seen recently by
a medical doctor, who
has diagnosed their
illness, prescribed
medication and or other
treatment for them, a
member of the family
should contact the doctor
and ascertain whether or
not he feels that the
illness diagnosed and
being treated by him is
the cause of death, and if
he is willing to certify the
cause of death on the
death certificate. In this
case, call your desired
funeral director. If the
doctor is unable to
determine cause of death
or will not certify the
death certificate, contact
the Coroner.
Far too many citizens
do not understand the
function and respon
sibility of the Office of
Coroner. Your Coroner is
responsible for deter
mining cause of death for
your protection as well as
for the protection of the
General Public. When the

system.
I know how we can
improve your score next
year so that pretty young
ladies and old Marines
don’t beat you. Just do a
“Ted Kennedy Trick”,
and hire someone to pick
them for you. As your
friend, I want you to know
ves.”
Admittedly the draft
had inequities and
aroused opposition. But
on balance it was the
most effective way of
maintaining a military
force strong enough to
uphold U.S. interests but
weak enough that it was
never a threat to the
governing process.
The issue of the
Volunteer Army vs. the
draft needs to be
the mercy of foreign
countries.
Everyone can be
rationed fairly without a
large expensive Bureau
to do it, including
allowance for
Emergency and a
Vacation trip once a year.
The American Motoring
Public will not take it on
themselves to reduce
their gasoline con
sumption, Rationing is
the only sure way it will
be fair to all.

discussed by the can
didates because during
the 1980 sno question
could be as vital to the
survival of the nation and
its ability to defend its
principles both at home
and abroad ...
It is simply irrespon
sible for political can
didates to keep promising
poorer Americans that
they will have a larger
and better portion of the
"good life” when the cost
of energy keeps going up,
making it impossible for
even the affluent to
maintain their current
standard of living.
Less energy and costly
energy can only mean
lower expectations and a
lower standard of living.
If gasoline costs $1 a
gallon for the richer man
it also costs $1 for the
poorer and that means
the poorer will have less
money to spend on
gasoline and less to spend
for luxuries.
When President Carter
talks about sacrifices and
California Gov. Jerry
Brown disavows nuclear
energy they are saying
that the poor will have to
get by with less as well as
the rich, and it will be the
poor who are affected the
most.
Sen. Ted Kennedy,
supposedly the best
friend of the needier and
aspiring Americans, has
not dealt with the issue of
higher fuel costs and
what that really means
for the poor, a large
percentage of which are
black.
Somehow the energy
issue is mainly
associated with big oil
companies and with
people having to park
their gas guzzlers. But at
bottom it will have to do
with black families not
getting central heating,
or not having money left
to improve their standard
of living.

Returning Energy
Dollars Not Answer
Dear Sir:
Still another illogical
addition to our already
top heavy governmental
structure!
The present plan to
return energy dollars to
we Americans, albeit the
poor, the elderly and
disabled, is as complex
as they usually make
such programs.
Firstly, establish a tax,
"Windfall Profits” OK?
Now, form a new dept, to
disburse the millions,
perhaps billions of we
taxpayers hard earned
bucks. Disbursement of
these dollars will require
many thousands of
federal employees to
administer the program.
Think of the tons of paper
involved, the man hours,
the meetings, the in
vestigations, the issuing
of checks and, as sure as
"God made little apples”
the fraud!
No one can
guesstamate how many
of we Americans will
qualify and receive this
relief from the energy
rip-off. It will, I’m sure be
in the millions.
I submit to you that the
bureaucrats and red tape
manufacturers are
rejoicing.
To simplify the return
of a percentage of these
ill-gotten gains, to the

means the pie will be
smaller and the slices
thinner, and none of the
candidates has come to
grips with that reality ...
- The metric system ...
This is not an in
consequential issue. In a
time of spiraling inflation
the nation is faced with
having to alter every
standard of
measurement and pay
the enormous price the
changes will entail.
For consumers the
confusion can only mean
trouble, and the less
educated will be the ones
most likely to be vic
timized by companies
which use the metric
system to reduce
quantity and increase
prices.
What do Sen. Kennedy
and Gov. Brown have to
say about this matter of
such importance for the
consumers?.,.
And why has no
presidential candidate
expressed himself on the
so-called Value Added
Tax (VAT) which would
raise the price of nearly
every retail item by 10
percent and siphon the
money into the U.S.
treasury. This has been
called the most far
reaching change in the
tax laws since enactment
of the income tax in 1913.
Although VAT is still in
congressional com
mittees it has influential
support and it is an issue
that every presidential
aspirant should speak on.
Renewal of the draft;
the threat to poorer
families from the energy
shortage; the cost in
volved with switching to
the metric system, and
the possible raid on the
American consumer by
VAT ... these are vital
questions for the
American people and
each presidential can

clearly on one side of the
issues or the other.
rightful recipients, why
set up another
bureaucratic dept? Let’s
cut out the middle man!
The thousand or so
Power Companies who
consistently increase
their rates, based on
alleged cost of doing
business, figures on
which no reliable audit
exists, should apply to the
government for financial
reimbursement. This
direct application would
simply reduce expense by
millions of dollars and all
of us would benefit
from the" Windfall”. The
public would play little or
no part in the program.
No individual ap
plication, no in
vestigation, no red tape
and no fraud!
Such an approach
would force the power
companies to prove their
plight to the government
and therein relieve we
individuals of much of
our mistrust. In addition
the simplification would
go a long way to ease the
inflationary spiral. We
would in effect save
millions of those tax
dollars now aimed at the
bureaucratic waste
basket.
