Fete Wheeler Advises VA
Pensioners About ‘IQ’
Cards
The more than 50,000
Georgia Veterans,
dependents and survivors
on the VA’s pension rolls
should have received
their annual Income
Questionnaire (IQ)
cards, and Georgia
Commissioner of
Veterans Affairs Pete
Wheeler is reminding
them of the importance of
completing those cards
and returning them to the
VA by 1 January 1981.
“Failure to complete
the questionnaires and
return them to the VA by
the deadline, January 1,
1981, could result in
pension payments being
suspended,’’ Wheeler
warned. He added this
regulation does not apply
to those veterans and
widows receiving com
pensation for service -
connected disabilities
and deaths. It is ap
plicable, however, to
veterans and widows
receiving pension and to
parents in receipt of
dependence and in
demnity compensation
(DIC).
Wheeler said that this
is the time for individuals
whose families have had
unusual medical expense
during 1980 to report
those expenses.
“We advise that pen
sioners not try to
determine for them
selves if their medical
expenses are ’unusual'.
He recommends instead
that they get assitance in
completing the IQ cards
at your nearest office of

by the Perry Jaycees placed second runner-up last weekend in Car
tersvllle ... Mrs. A.C. Pritchett, Sr. and Mrs. Hoke Smith entertained with
a morning coffee honoring Mrs. Jean Mori and Mrs. Jerry Succi ... Miss
Anna Katherine Akin, student at Mercer University spent the weekend
with her parents ... Joan Roper has completed the major responsibilities
as a junior advisor at Georgia State College for Women ... A new course
record has been established at the Perry Country Club. Sam Nunn home
from Emory for the weekend, made 66-2 nine hole scores of 33 each.

... Woodlawn has been selected as the name of the new city cemetery on
the Fort Valley Road ... Miss Dorothy Ogletree has been appointed a
member of the Sophomore Council at Valdosta State College ... Mr. and
Mrs. Allen Whipple have moved to Perry from Memphis, Tenn. to make
their home here ... During the social hour at the Delphian Club, Larry
Walker and Kay Tabor entertained the club with several Thanksgiving
songs ... Mrs. Cromartie’s tenth grade literature class presented the
chapel program. The cast for the three plays included Billy Moody, Nina
Harper, Francine Brown, Jane Rossier, John Williamson, James Logue,

Thursday, November 20, 1930 -- The 100th annual Georgia Baptist
convention was held in Macon this week. The Perry Baptist Church was
represented by its new pastor, Rev. J.J. Sizemore and Sunday School
Superintendent J.P. Etheridge ... The Perry Epworth League will present
a play “Slave Girl and School Girl” at the Methodist church. The cast of
characters include Robert Hicks, Inez Ogletree, Celeste Green, Francis
Nunn, Edward Wolfe, Mary Ogletree and Jean Houser ... The Methodist
of South Georgia are in conference this week in Thomasville ... Mr. and
Mrs. Joseph B. Adams of Barnesville entertained with a reception at
their home in honor of Mrs. Adam’s brother, Mr. A.C. Pritchett and his
bride .. Miss Martha Cooper, a student of Wesleyan College spent the
weekend with her mother, Mrs. J.P. Cooper.

Subject to certain in
come limitations, VA
pensions are paid to
wartime veterans totally
and permanently
disabled from causes not
connected with their
military service, and to
widows of wartime
veterans. The amount of
pension is based on a
recipient's income.
VA benefits are not
counted as income, but
other revenue sources
such as Social Security,
retirement, real estate
rentals, dividends and
interest and wages are
considered by the VA in
determining one’s pen
sion benefits for the
coming year.
Veterans and widows
receiving pensions, and
parents receiving DIC
who are at least 72 years
old, have been on the VA
rolls for at least two
consecutive years, and
who have had no
significant increase in
their income, do not
normally receive the IQ
cards, since they are not
required to file them. If a
card is received however,
it should be completed
and returned to VA.
Headstones - Markers
Available For Veterans --
A new VA benefit has
helped pay for head
stones or grave markers
for almost 40,000 veterans
buried in private
cemeteries since it first
became available in 1979
The legislation permits
VA to reimburse part of
the cost of an individual

headstone or marker
placed on the grave of a
veteran buried in a
private cemetery. The
reimbursement cannot
exceed the averager cost
of headstones purchased
by VA for this purpose.
The current amount is
$53.00.
The VA assistance on
headstones is in addition
to the S3OO VA burial
allowance and $l5O plot
allowance.
Veterans are not
barred from receiving
Veterans Administration
medical care and com
pensation for a problem
that develops years after
they leave military
service.
Recent VA guidelines
for physicians and
disability rating boards
reemphasized this
principle with regard to
emotional problems
related to stress endured
during military service.
Claims of this type
formerly had to be
considered under six or
more disability
classifications. The new
guidelines define a
specific new category,
called post traumatic
stress syndrome, under
which veterans may
claim service connection
for a condition that
manifests months or even
years after some life
threatening experience.
To qualify for service
connection under the new
guidelines, a veteran
must have a condition
specifically diagnosed by
a VA physician as well as
a history of a life
threatening experience
such as combat service or
a period as a prisoner of
war.
This experience must
be consistent with the
nature and cir
cumstances of his ser
vice, and it must be
considered by a VA
medical examiner to be
the precipitating cause of
a traumatic stress
disorder.
The new classification
describes the syndrome
as “encompassing a life
threatening stressor,
reexperiencing the event,
numbing of response to or
involvement with others
and having at least two of
several specific symp
toms not present prior to

These may involve such
disorders as
hyperalertness, troubled
sleep, guilt feelings about
surviving when others
have not, memory im
pairment, avoidance of
activities that arouse
recollection of the
traumatic event and
intensification of symp
toms by exposure to
events that resemble the
traumatic event.
To make a claim for
compensation payments
a veteran should seek the
assistance of a veterans
benefits counselor at the
nearest VA regional
office, or he may get help
in filing his claim from a
representative of one of
the national service
organizations.
A veteran needing
medical care may
receive treatment in a VA
mental hygiene clinic, a
psychiatric ward, a day
hospital or in alcohol or
drug abuse dependence
treatment programs.
Techniques that have
been especially suc
cessful include rap
sessions, group therapy,
Pentothal or hypnotic
interviews or individual
psychotherapy. The
method best suited to
each patient's needs is
prescribed in each case.
