Georgia Commissioner
of Veterans Affairs Pete
Wheeler said. “Failure to
complete and return
these IQ cards to the VA
by the Jan. 1 deadline
could result in a
suspension of payments,
or the repayment of some
benefits to the VA.
“In fact,’’ said
Wheeler, “persons who
fail to return the com
pleted Questionaires by
Jan. 1,1981, will receive a
letter in lieu of a check on
Feb. 1 explaining why
their pension payments
have been suspended.”
Wheeler added that this
regulation does not apply
to veterans and widows
receiving compensation
for service- connected
disabilities and deaths. It
is applicable, however, to
veterans and widows
receiving pensions, and
parents who are
receiving dependency
and indemnity com
pensation (DIC).

Wheeler Seeks Legislation
For Veterans In 1981
Georgia veterans stand
to gain some new and
inproved benefits if
legislation proposed by
Georgia Commissioner of
Veterans Affairs Pete
Wheeler meets with
approval in the 1981
Georgia General
Assembly.
Appearing before the
Senate and House
Committee on Defense
and Veterans Affairs,
Wheeler siad he would
like to see the new
“Handicapped Parking
Permit” law amended so
that veterans with HV
(handicapped veteran)
and DV (disabled
veteran( license to obtain
special permits and
paying a $3 fee. This law
became effective last
July.
Wheeler also is asking
for an increase in the
homestead exemption
now in effect for certain
disabled veterans. The
Veterans Administration
currently grants certain
severely - disabled
veterans up to $30,000
assistance in acquiring
specially - adapted
housing sometimes
referred to as
“paraplegic homes.’’
Georgia’s homestead
exemption on such homes
is now limited to $25,000;
Wheeler wants to have
the exemption figure
increased to equal the
amount of the VA
grant.
In addition, Wheeler is
recommending that a
provision be ■ made
for a homestead exemp
tion of $12,500 for any
honorable - discharged
Georgia veteran with a
wartime service
connected disability
rated permanently and
totally 100 percent. Under
present law, even with
such disabilities they are
not considered qualified
for the specially-adapted
housing grants and
exemptions.
Wheeler is recom
mending a change in
legislation so that
qualified Vietnam
veterans may obtain free
business licenses.
Presently, veterans rated
at least ten percent
disabled and who
otherwise quality are
exempt from payment of
the city, county and state
business license taxes
and fees. But the law does
not provide this benefit to
veterans of the Vietnam
war.
Wheeler still is seeking
free hunting and fishing
licenses for all Georgia
veterans who served
during wartime and who
received honorable

Things would have gone differently today.
This is the aftermath of a hurricane that left 400 dead in Corpus Christi
in 1919. Red Cross was called in after the damage was done.
When Hurricane Allen hit Corpus Christi in 1980, Red Cross was
there before the disaster struck—to help people prepare and evacuate.
We were there during the crisis to help provide relief. And. afterwards,
we were there to help the victims minimize their pain. Hurricane Allen
claimed two lives in Corpus Christi.
One hundred years of experience with disaster has taught us that
being prepared for it is half the battle.
